RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director or Assistant Director of the Department of Social Services to sign Amendment #2 with Unity Care Group adding $251,623 for a new contract total of $1,314,493 for the provision of Transitional Housing Placement-Plus (THP-Plus) and housing assistance programs for eligible former foster and probation youth and to increase the slot payment per month to $3,472 in fiscal year 2023/24 with no changes to the contract term; and

b. Authorize the Director or Assistant Director of the Department of Social Services to sign up to three (3) future amendments to the amended Agreement where the total amendments do not exceed 10% ($131,449) of the amended contract amount, do not significantly change the scope of work, and do not exceed the maximum aggregate amount of $1,445,942.

 

SUMMARY/DISCUSSION:

Under this Agreement, Unity Care Group provides Transitional Housing Placement-Plus (THP-Plus) Program services to former foster youth in Monterey County.  The THP-Plus Program provides subsidized housing and comprehensive supportive services to former foster and probation youth ages 18 to 25 for up to 36 months while they transition to independent living. 

Amendment #2 will increase the agreement by $251,623 in two different areas without changing the term ending June 30, 2024 while increasing capacity of youth served.   

 

The THP-Plus program is increasing the monthly participant rate for5 FY 2023-24 from $3,125 to $3,472 per month, which results in an overall increase to the agreement of $41,640. Rates were similarly increased in FY 2022-23.  Rates were increased in FY 2022-23 due to the high rental costs, and because the housing costs continue to rise in FY 2023-24, the monthly participant rate was increased again.  Additionally, the Department is also adding $209,983 additional funds to the agreement because the State allocated additional transitional and housing navigational funding which passes through the County to Unity Care.  This program funding, which is in great need, is vital to our mission under the Housing Assistance Program by supporting young adults aged 18 to 25 who are either homeless or at-risk of homelessness, with a priority given to former foster or probation youth.

 

OTHER AGENCY INVOLVEMENT:

The Auditor-Controller and Purchasing have reviewed and approved this Amendment #2. County Counsel has approved the Agreement as to form.

 

FINANCING:

Funding is provided by Social Services Realignment revenues and California Department of Housing and Community Development funds with Round 4 Transitional Housing Program and Round 1 Housing Navigation and Maintenance Program. Sufficient appropriations and estimated revenues are included in SOC001 in the FY 2023-24 Adopted Budget.

This agreement correlates to the Health & Human Services and Administration Strategic Initiatives adopted by the Board of Supervisors by providing housing and supportive services for high-need former foster youth.
