RECOMMENDATION
It is recommended that the Board of Supervisors:

a. Authorize the Director of Health Services or designee to accept a Behavioral Health Bridge Housing Program grant award, in the amount of $11,301,966 from Advocates for Human Potential, Inc. (the third-party grant Administrative Entity for the California Department of Health Care Services), for the implementation of behavioral health bridge housing, for a period retroactive from September 5, 2023 through June 30, 2027; and

b. Authorize the Director of Health Services or designee to execute Subcontract Agreement No. 22-20456 issued by Advocates for Human Potential, Inc. for a total agreement amount of $11,301,966, for a term retroactive from September 5, 2023 through June 30, 2027; and

c. Approve non-standard insurance, limitation of liability, and indemnification provisions in the Subcontract Agreement as recommended by the Director of Health Services.

SUMMARY/DISCUSSION

The County of Monterey Health Department, Behavioral Health Bureau (BHB), was awarded the County’s state apportioned grant amount from the Department of Health Care Services (DHCS) in the amount of $11,301,966 for the implementation of behavioral health bridge housing. Bridge housing is defined as short and mid-term residential options and serves as a bridge to longer-term housing. Included are voluntary supportive services for individuals to support participants’ housing stability and retention. Grant funds will be used to address the immediate and sustainable housing needs of people experiencing or at risk of experiencing homelessness, who have serious behavioral health conditions, including a serious mental illness and/or substance use disorder.

 

The complex currently known as Pueblo Del Mar, located in the City of Marina, is owned by the Housing Authority of the County of Monterey.  It consists of 56, 2-bedroom houses on 2.5 acres at the Fort Ord site. Bridge housing funds will be applied towards start-up infrastructure and operation costs. 

 

Hope Housing (as the complex will be renamed), will offer interim and transitional housing and will be available to eligible behavioral health residents. Each home will house two participants for up to twenty-four months. Funding will also be awarded for the delivery of both specialty mental health (SMH) and substance use disorder (SUD) outpatient treatment services.

 

BHB, in conjunction with the Contracts/Purchasing Office, is scheduled to release the Hope Housing Request for Proposal (RFP) in November 2023.  Awardees are expected to be announced in December 2023. The RFP is aimed at procuring operations and management of the complex as well as SMH and SUD treatment services.

OTHER AGENCY INVOLVEMENT

The Office of County Counsel and Auditor-Controller have reviewed and approved this Program Funding Agreement as to legal form and fiscal provisions, respectively. Risk Management has not approved this Program Funding Agreement due to non-standard indemnification, limitation of liability, and insurance provisions.

 

FINANCING

This grant is fully funded by the award from DHCS. The Health Department’s Behavioral Health Bureau does not have enough appropriations in its FY 2023-24 (Fund 023, Unit 8410, Appr HEA012) Adopted  Budget. The Bureau will be bringing a separate report to the Board of Supervisors’ Budget Committee and Board of Supervisors in January 2024 with a request to amend the Bureau’s budget to increase appropriations for this grant and the Mental Health Rehabilitation Center grant.
