a. Approve and authorize the Director or designee of the Department of Social Services to sign a no cost Memorandum of Understanding with Franciscan Workers of Junipero Serra which provides a temporary work experience environment for these participants upon referral from the Department of Social Services, Community Benefits, for the period of July 1, 2025 through June 30, 2028; and
b. Authorize the Director or designee of the Department of Social Services to sign up to three amendments to this Agreement that do not encompass payment or significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director or designee of the Department of Social Services to sign a no cost Memorandum of Understanding with Franciscan Workers of Junipero Serra which provides a temporary work experience environment for these participants upon referral from the Department of Social Services, Community Benefits, for the period of July 1, 2025 through June 30, 2028; and
b. Authorize the Director or designee of the Department of Social Services to sign up to three amendments to this Agreement that do not encompass payment or significantly change the scope of work.
SUMMARY/DISCUSSION:
Monterey County Department of Social Services, Community Benefits (CB), designates and refers participants in the General Assistance Work Experience Program (GA-WEP), to the Vendor, Franciscan Workers of Junipero Serra (FWJS), which then provides a temporary work experience environment for these participants to complete a predetermined number of work hours similarly to being employed.
Upon completion of these hours, CB, will then pay the participant for these hours worked. Participants in the GA-WEP are allowed to complete the program for 6 months, provided they participate to gain job building skills in order to help build self -sufficiency.
OTHER AGENCY INVOLVEMENT:
The Office of County Counsel has reviewed and approved the Agreements as to form.
FINANCING:
This is a non-financial agreement, and recommended actions have no budgetary impact.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This agreement correlates with the Health and Human Services Initiative by providing tools and services designed to help CalWORKs and Employment Services customers be ready for and obtain employment and move toward self-sufficiency.
