Approve and authorize the Monterey County Laguna Seca Representative to:
a. Execute a Standard Agreement between Norcal Rental Group LLC dba Cresco Equipment Rentals and the County of Monterey for Golf Cart Rentals and Service for WeatherTech® Raceway at Laguna Seca with a term beginning April 1, 2023, through December 31, 2023, for an amount not to exceed of $165,000; and
b. Execute up to three (3) future amendments to the Standard Agreement where the total amendments do not exceed ten percent (10%), or $16,500, of the agreement amount and do not significantly change the scope of work, subject to County Counsel approval.

RECOMMENDATION:
It is recommended that the Board of Supervisors approve and authorize the Monterey County Laguna Seca Representative to:
a. Execute a Standard Agreement between Norcal Rental Group LLC dba Cresco Equipment Rentals and the County of Monterey for Golf Cart Rentals and Service for WeatherTech® Raceway at Laguna Seca with a term beginning April 1, 2023, through December 31, 2023, for an amount not to exceed of $165,000; and
b. Execute up to three (3) future amendments to the Standard Agreement where the total amendments do not exceed ten percent (10%), or $16,500, of the agreement amount and do not significantly change the scope of work, subject to County Counsel approval.
SUMMARY/DISCUSSION:
Founded in 1984 in Martinez, CA, Norcal Rental Group LLC dba Cresco Equipment Rentals (Cresco) delivers a comprehensive inventory of rentals and a knowledgeable staff properly trained for equipment maintenance and safety protocols. Currently, Cresco has 19 locations throughout Northern California.
Per the proposed Standard Agreement (Agreement), Cresco shall provide all golf carts in good working order and condition. and provide on-site staff for mechanical service needs that may arise during the rental period.
Cresco shall also supply and invoice third-party customers for requested services during any event within the Laguna Seca Recreation Area facility during the term of this Agreement. Cresco will be 100% responsible for managing all third-party rentals and will obtain proof of insurance documentation for each third-party renter.
Staff requests the Board of Supervisors approve and authorize the Monterey County Laguna Seca Representative to execute the Agreement to ensure golf cart rental and services are available during major events at WeatherTech® Raceway at Laguna Seca and up to three future amendments to the Agreement.
OTHER AGENCY INVOLVEMENT:
The Office of County Counsel and Auditor-Controller’s Office reviewed and approved the proposed Agreement as to form and fiscal provisions, respectively.
FINANCING:
The cost of the contracted services provided by Cresco is not to exceed $165,000 for the duration of the Agreement. There is sufficient funding in the Fiscal Year 2022-2023 Adopted Budget, LSRA Fund 453, Budget Unit 8579, Appropriation Unit PFP067. Future budget requests will include sufficient appropriations should amendments to the Agreement be executed.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
The recommended action supports the Board of Supervisors’ Strategic Initiatives for Health and Human Services and Public Safety. The golf carts provided by this Agreement will be used by participants and event organizers for safe transportation on the property. This transportation mode will keep guests off the roadway, which does not have a pedestrian travel area, and allows for ADA accessibility on the property.
