RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.   Approve and authorize the Director of Health to sign a three fiscal year term (FY 2013-14, 2014-15 and 2015-16) Alcohol and Drug Treatment Services Agreement with Door to Hope for the provision of alcohol and drug recovery services in the amount of $635,275 for FY 2013-14; $635,275 for FY 2014-15; and $635,275 for FY 2015-16, for a total Agreement amount of $1,905,825 for the period July 1, 2013 through June 30, 2016; and
b.   Authorize the Director of Health to approve up to three future amendments to this Agreement where the amendments do not exceed ten percent (10%) of the original amount and do not significantly change the scope of work.
 
SUMMARY/DISCUSSION:
This new alcohol and drug services treatment Agreement with Door to Hope replaces Agreement A-11743 which expires on June 30, 2013. Door to Hope provides Women's Residential services, Drug Court residential and outpatient services, AB 109 residential and outpatient services and Drug/Medi-Cal outpatient services. These services focus on Monterey County residents with Medi-Cal eligibility or whom the Court, under Drug Court or AB 109 criteria, refer for treatment. This Agreement is for $635,275 for FY 2013-14; $635,275 for FY 2014-15 and $635,275 for FY 2015-16 for a total Agreement amount not to exceed $1,905,825.
 
This Agreement contains the County's standard 30-day “no cause” provision (Section IV,B) and an additional defunding provision (Section IV, D) which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.
 
OTHER AGENCY INVOLVEMENT:
County Counsel and the Auditor-Controller have reviewed this Agreement as to legal form and fiscal provisions respectively. A copy of this Agreement is on file with the Clerk to the Board.
 
FINANCING:
This Agreement is funded by Federal dollars (70%) and State dollars (30%). This Agreement is for $635,275 for FY 2013-14; $635,275 for FY 2014-15 and $635,275 for FY 2015-16 for a total Agreement amount not to exceed $1,905,825. The funds for FY 2013-14 have been included in the Health Department's Behavioral Health Bureau (HEA012, Unit 8410) departmental requested budget for FY 2013-2014 which the Department anticipates being adopted on June 25, 2013.
