Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of the Department of Social Services to sign Amendment No. 2 to the agreement with the Alliance on Aging to provide a variety of services to Monterey County seniors adding $100,617 of funding for a new contract total of $745,257; and

b. Authorize the Director of the Department of Social Services to sign up to three (3) amendments to this Agreement where the total amendments do not exceed 10% ($74,525) of the contract amount and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

This additional funding is divided across multiple service categories including Ombudsman services and the provision of assistance to older adults and their caregivers’ in accessing COVID-19 vaccines. Ombudsman services are designed to protect the elderly in licensed residential care facilities by investigating complaints, facilitating resolutions, monitoring facilities, and providing training to program volunteers.

 

This amendment also adds funding for a new program to purchase electronic companion pets that will be distributed as personal property to individual residents living in licensed long-term care residential and skilled nursing facilities to assist in protecting their health, safety, welfare, and rights by combating their loneliness and social isolation exacerbated by the COVID-19 pandemic;

 

OTHER AGENCY INVOLVEMENT:

The Auditor-Controller and Purchasing have reviewed and approved this Agreement. County Counsel has approved the Agreement as to form.

 

FINANCING:

Funding is provided by the Federal Older Americans Act and the California Department of Aging. Although there are sufficient appropriations and estimated revenues currently in SOC010 FY  2021-22 Adopted Budget, the Department will be taking a request to increase appropriations/revenues to the February Budget Committee and then to the full Board in March 2022.

This Agreement correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by working towards the goals of improving health and quality of life outcomes by providing outreach and supportive services to seniors.
