a. Approve and authorize the Director of Health Services or designee to execute a Standard Agreement between the County of Monterey and Central Coast Overdose Prevention (CCODP), for the provision of mobile outreach and treatment services for FY 2025-26 ($682,620) and FY 2026-27 ($682,620) for a total Agreement amount not to exceed $1,365,240 for the term of July 1, 2025 through June 30, 2027; and
b. Approve and authorize the Director of Health Services or designee to execute up to three (3) future amendments that do not exceed 10% ($136,524) of the original Agreement amount, do not significantly alter the scope of services, and do not increase the total not to exceed amount over $1,501,764.

RECOMMENDATION
It is recommended that the County of Monterey Board of Supervisors:
a. Approve and authorize the Director of Health Services or designee to execute a Standard Agreement between the County of Monterey and Central Coast Overdose Prevention (CCODP), for the provision of mobile outreach and treatment services for FY 2025-26 ($682,620) and FY 2026-27 ($682,620) for a total Agreement amount not to exceed $1,365,240 for the term of July 1, 2025 through June 30, 2027; and
b. Approve and authorize the Director of Health Services or designee to execute up to three (3) future amendments that do not exceed 10% ($136,524) of the original Agreement amount, do not significantly alter the scope of services, and do not increase the total not to exceed amount over $1,501,764.
SUMMARY/DISCUSSION
The County currently has Agreement A-17141 with Central Coast Overdose Prevention (CCODP) which terms on June 30, 2025. CCODP will continue providing mobile outreach and services to residents with substance use disorders through CCODP's Substance Use Response Team (SURT). The SURT offers mobile outreach throughout Monterey County, delivering street medicine with a multidisciplinary team of healthcare professionals, including doctors and peer support specialists. The team will continue to support the transition of care by collaborating with harm reduction partners and local behavioral health resources. This program takes a patient-centered approach, meeting individuals where they are, whether on the streets, in shelters, or other temporary accommodations. Additionally, CCODP will prioritize delivering essential services to communities in South County, including Greenfield, Soledad, and King City.
This Agreement contains the County’s standard 30-day “no cause” and termination for “cause”
provisions (Section 7.0, Subsection 7.02) and a defunding provision (Section 7.0, Subsection 7.03), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.
This work supports the following County of Monterey Health Department 2025-2028 Strategic Plan Goal(s): 2). Provide Exceptional Person-Centered Care through Accessible, Community-Focused Health Services. It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.
OTHER AGENCY INVOLVEMENT
The office of the County Counsel, Risk Management and Auditor-Controller have reviewed and approved Agreement as to legal form and fiscal provisions, respectively.
FINANCING
This Agreement is funded by California Opioid Settlement funds (100%) which is included in the Health Department’s Behavioral Health (HEA012, Unit 8410) FY 2025-26 Proposed Budget. The funds for Fiscal Year 2026-27 will be included in the Department’s requested budget for that fiscal year. Approval of this action has no impact on the County General Fund.
