SUBJECT: a) Approve Amendment No.4 to the Concession Agreement between
Monterey County Parks Department and Sports Car Racing Association
of the Monterey Peninsula SCRAMP) at the Laguna Seca Recreation
Area, extending the current term one additional year through March 1,
2013; and
b) Authorize the Chair of the Monterey County Board of Supervisors to
sign the Amendment.

RECOMMENDATION
It is recommended that the Board of Supervisors:
a) Approve Amendment No. 4 to the Concession Agreement between Monterey County
Parks Department and Sports Car Racing Association of the Monterey Peninsula
SCRAMP) at the Laguna Seca Recreation Area, extending the current term one
additional year through March 1, 2013; and
b) Authorize the Chair of the Monterey County Board of Supervisors to sign the
Amendment.
SUMMARY/DISCUSSION
SCRAMP has a 54 year history of promoting major race events at the Laguna Seca Recreation
Area, and, as a not for profit" organization, has developed a strong connection with the local
community. The annual SCRAMP racing events currently contribute to the generation of a
positive economic impact and activity to the local economy each year. On February 5, 2003,
SCRAMP's Concession Agreement was extended by the Board of Supervisors to continue its
racing program at Laguna Seca Recreation Area through February 2012.
Recently, in response to a concern that the Laguna Seca Recreation facility might be
underutilized, the Board of Supervisors authorized an audit/evaluation to determine the
maximization of future operations and management of the facility. The result of that evaluation
is anticipated before the end of the current fiscal year. As a result, SCRAMP and the County
desire to extend the current concession agreement one additional year to permit SCRAMP to
continue to promote scheduled racing events through the 2012 Season. All terms and conditions
of the current concession agreement, including the requirement that naming rights income be
used primarily for capital improvements to the facility will remain the same during the proposed
one year extension.

Upon motion of Supervisor Parker, seconded by Supervisor Armenta, and carried by those
members present, the Board hereby;
a. Approved Amendment No. 4 to the Concession Agreement between Monterey
County Parks Department and Sports Car Racing Association of the Monterey
Peninsula SCRAMP) at the Laguna Seca Recreation Area, extending the current
term one additional year through March 1, 2013; and
b. Authorized the Chair of the Monterey County Board of Supervisors to sign the
Amendment.

COMPLETED BOARD ORDER"�|Ee��ADDENDUM No. 4_ to Concession Agreement between SCRAMP and
Monterey County
The Parties to the Concession Agreement A-08150) between the Sports Car Racing Association of the
Monterey Peninsula SCRAMP) and the County of Monterey agree to the following Addendum No.
4_to that Agreement:
1. The term of the Agreement shall be extended through March 1, 2013.
2. Any fees or compensation received by SCRAMP during the term of the extension period that
are attributable to naming rights of the property shall be utilized primarily for capital improvements to
the Laguna Seca racing facility less any expense required of SCRAMP by the 2005 executed
Amendment No. 3 to the Concession Agreement...
3. Except as provided herein, all remaining terms, conditions, provisions, entitlements and
obligations of the original Agreement remain unchanged and unaffected by this Addendum and shall
continue in full force and effect. A copy of this Addendum No. 4_ shall be affixed to the original
Agreement, A-08150, as it may have been amended to date.
4. To the extent that there is any conflict between the Agreement as amended to date, including
this Addendum) and any agreements between SCRAMP and sponsors and/or its partners, the terms and
conditions of the Agreement, as amended, shall control.

The Monterey County Hospitality Association strongly supports the Laguna Seca Raceway lease
extension for Sports Car Racing Association of the Monterey Peninsula SCRAMP). This matter is on
your Board's February 7, 2012 agenda.
The races and events at Laguna Seca that SCRAMP has either attracted or sponsored are a significant
business generator for the hospitality industry and for businesses throughout Monterey County. Monterey
County is experiencing a slow, steady erosion of its share of the leisure visitor market. The Raceway at
Laguna Seca is known throughout the racing community as a world class facility. SCRAMP is an equally
good organization. The improved amenities and ancillary facilities accomplished by SCRAMP over the
last several years, at little or no cost to the County, have kept the Raceway competitive with other race
and event facilities.
SCRAMP involves thousands of volunteers in a true community effort and returns hundreds of thousands
of dollars each year to local charities and community service organizations. The benefit to those
organizations should not be compromised.
We urge the Board of Supervisors to give SCRAMP the Laguna Seca Raceway lease it needs and
deserves.
