RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Director of Health or the Assistant Director of Health to sign Amendment No. 3 to Agreement No. A-15418, with the Community Foundation for Monterey County (CFMC), for the Virus Integrated Distribution of Aid Project (VIDA) Project, formerly known as the Community Outreach and Education Pilot Project (Pilot Project), adding 9 months, for a revised full term of January 1, 2021 through December 31, 2022 and increasing the amount by $1,570,012 for a total agreement, not to exceed $6,559,663.

 

SUMMARY/DISCUSSION:

The Virus Integration Distribution of Aid (VIDA) project is implemented by Monterey County Health Department in partnership with the Community Foundation of Monterey County to develop a community co-created approach using Community Health Workers to support and expand local efforts to reduce the number and disproportionality of COVID-19 case, hospitalizations and mortality rates in the county. The VIDA project was initially funded from January 1 - June 30, 2021.  Utilizing Community Health Workers (CHW) employed by the CBOs, the project aims to provide COVID-19 health and safety information that is accurate, accessible, and culturally and linguistically appropriate, have CHWs act as health system navigators for the community, and provide COVID-19 testing and vaccination resources and services in order to reduce COVID-19 impacts on communities in the lowest quartile of the Healthy Places index census tracts. From February 1, 2021 through January 31, 2022, the project resulted in >396,000 interactions with individuals around the County, more than 21,000 COVID-19 Rapid Tests administered, over 8,700 individuals helped directly with vaccination registration or at vaccine clinics, and over 2,500 individuals helped with isolation and quarantine supports.

 

Based on the project’s success and the potential continued need for the CHWs services, the Board of Supervisors on March 8th, 2022, provided direction to Amend the Agreement to increase the Agreement by adding, $1,570,011 to the original funded amount for VIDA and extending the term of the project through December 31, 2022. Staff will return after month 3 and month 6 of the extension to the project term to provide reports back to the Board of Supervisors as to project’s outcomes and (after month 6) with a sustainability plan. The additional funding necessitates an amendment to the original agreement with the County, adding $1,570,012 to the total agreement, not to exceed $6,559,663.

 

This work supports the Monterey County Health Department 2018-2022 Strategic Plan Initiatives: 1. Empower the community to improve health; 2. Enhance community health and safety through prevention; 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services; and 4. Engage MCHD workforce and improve operational functions to meet current and developing population health needs.  It also supports the following of the ten essential public health services, specifically: 1. Monitor health status to identify and solve community health problems; 3. Inform, educate, and empower people about health issues; 4. Mobilize community partnerships and action to identify and solve health problems; 7. Link people to needed personal health service and assure the provision of health care when otherwise unavailable; and 9. Evaluate effectiveness, accessibility, and quality of personal and population-based health services.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel and the office of the Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.

 

FINANCING:

There will be no impact to the General Fund from this action.  The additional costs will be financed with unexpended ARPA funds from the Department of Social Services (DSS), and they will be added to the Department’s FY 2021-22 Adopted Budget and included in the FY 2022-23 Requested Budget, respectively.
