Adopt a resolution to:
a. Approve Amendment No. 2 to Agreement No. A-6424 for sharing costs between State and County for highway electrical facilities at intersections with County highways; and
b. Authorize the Resource Management Agency Director to execute Amendment No. 2 on behalf of the County of Monterey.

RECOMMENDATION:
It is recommended that the Board of Supervisors adopt a Resolution to:
a. Approve Amendment No. 2 to Agreement No. A-6424 for sharing costs between State and County for highway electrical facilities at intersections with County highways; and
b. Authorize the Resource Management Agency Director to execute Amendment No. 2 on behalf of the County of Monterey.
SUMMARY/DISCUSSION:
This action will amend Agreement A-6424, as previously amended by Amendment No. 1 from 1993, to include cost sharing for electrical and maintenance at four new traffic signal and lighting locations at State/County intersections, and remove one unshared location.
The original sharing of costs of State Highway Electrical Facilities was entered into by and between the State of California and the County of Monterey on December 12, 1951. The first revision to the 1951 agreement occurred on April 19, 1983 by resolution and created Agreement No. 3624 (A-3624). Agreement A-3624 was amended three times, twice in 1985 and once in 1987 adding more shared locations. In 1990, a second revised agreement was adopted by resolution and created Agreement A-6424. Amendment Number 1 to Agreement A-6424 was approved by the Board of Supervisors of the County of Monterey on October 19, 1993 and modified the shared locations.
On February 9, 2016 the State of California, through its Department of Transportation, proposed Amendment No. 2 to Agreement A-6424, as previously amended. Amendment No. 2 includes:
1. Addition of:
a. San Miguel Canyon Road at State Highway 101
i. 33.3% of the cost for three (3) 200W lights and one (1) traffic signal
b. Hitchcock Road at State Highway 68
i. 33.3% of the cost of three (3) 200W lights and traffic signal
c. Salinas Road at State Highway 1
i. 41.5% of the cost of four (4) 200W lights
d. Roundabout at 17-Mile Drive at State Highway 1/68
i. 25% of the cost for 14 (fourteen) 200W lights and one (1) flasher
2. Removal of
a. York School Road at State Highway 68
The underlying work associated with this agreement is the operation and maintenance of existing facilities. Thus the underlying work has a Class 1 categorical exemption under CEQA.
OTHER AGENCY INVOLVEMENT:
The California Department of Transportation requested concurrence of the amendment by copy of the signed resolution.
FINANCING:
The County’s share of electrical cost for the four (4) new locations is estimated to cost $3,800 annually. The adopted FY 2017-18 budget for the Road Fund 002, Appropriation Unit RMA012 includes $29,450 for the electrical cost sharing agreement with the State of California, which is sufficient to cover the nominal increase for the new locations.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This action meets the strategic initiatives by ensuring maintenance of signals and lighting at shared intersections continues per the existing agreement.
