RECOMMENDATION:

It is recommended that the Board of Supervisors:

(OCHIN) to participate in the OCHIN BP-HOME:  Patient Blood Pressure Device Trial (BP-HOME), an individual-level study that will compare which of two blood pressure monitoring devices works best to improve blood pressure control, effective upon execution of the MOU through July 31, 2021; and

b. Approve the recommendation of Director of Health or Assistant Director of Health to accept the non-standard indemnification provisions; and

SUMMARY/DISCUSSION:

The Health Department Clinic Services Bureau (Clinic Services) operates ten community clinic sites designated as Federally Qualified Health Centers (FQHC), which provide preventive, primary, and specialty medical care services. Clinic Services has been a member of the OCHIN collaborative since 2007, which allows for access and usage of Epic’s Practice Management (PM) and Electronic Medical Record (EMR) systems.

 

Through the years, OCHIN has provided valuable health information technology support and services to Clinic Services during the course of the Epic PM and EMR System utilization, and continuously offers innovative tools and methods, such as progression towards a paperless system, tracking of quality of care variables, and hosting studies focused to improve health care.

 

BP-HOME is an individual-level, randomized controlled study that will compare the effectiveness of Smartphone-linked blood pressure monitoring to the standard home blood pressure monitoring (HBPM) cuffs.  The purpose of this study is to better understand which home blood pressure monitors are most effective for helping patients get their blood pressure into a healthy range.

The study will be conducted until July 31, 2021. The OCHIN research team will identify and invite eligible patients to participate in this study and manage all recruitment activities. Clinic Service’s active participation will conclude after patient recruitment from Clinic Services clinics has been completed.

 

OCHIN will pay Clinic Services a $1,750 impact fee upon execution of this MOU and receipt of provider logo to be used for patient recruitment purposes. The BP-HOME study consists of human subject research. The UCSF Institutional Review Board (“IRB”) has approved the Project and will exercise oversight of it for the duration of the Project.

 

Approval of this action allows Clinic Services to participate in this study and have the opportunity to improve patient blood pressure rates by gaining access to the latest research, tools and resources developed by the American Medical Association. 

 

While this work is not directly in support of a Health Department strategic initiative, it is in support of one or more of the ten essential public health services, specifically: 1) Monitor health status to identify and solve community health problem; and 3) Inform, educate, and empower people about health issues.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel has approved this MOU as to form. 

FINANCING:

OCHIN will be compensating Clinic Services a clinic impact fee of $1,750 upon execution of the MOA. While sufficient funds are available in the FY 2020-2021 Adopted Budget for Clinic Services Bureau, Health Department (4000-HEA007); the funds from this payment will help offset a portion of Clinic Services ‘expenditures.
