RECOMMENDATION:
It is recommended that the Board of Supervisors adopt a Resolution approving the Monterey County Office of Emergency Services’ Annex A: Animal Response Plan, Annex B: Care and Shelter Plan, and Annex I: Disaster Cost Recovery Plan of the Monterey County Operational Area Emergency Operations Plan.
SUMMARY:
Annex A: Animal Response Plan -The Animal Response Plan (Annex A) is a newly developed plan serving as a guidance document for the purpose of addressing the planned response to extraordinary emergency events or disasters affecting animals, both wild and domestic, within the Monterey County Operational Area.
Annex B: Care and Shelter Plan - The Care and Shelter Plan (Annex B) is a newly developed plan serving as a guidance document for the purpose of identifying strategies for providing relief to people temporarily displaced by natural, technological or human-caused emergencies or disasters.
Annex I: Disaster Cost Recovery Plan - The Disaster Cost Recovery Plan (Annex I) is a newly developed plan serving as a guidance document for the purpose of shepherding information and documentation in response to a disaster through to the recovery, specifically with regards to the cost claiming process with the Federal Emergency Management Agency and California Governor’s Office of Emergency Services.
DISCUSSION:
These plans are intended to provide guidance for the Operational Area regarding the Office of Emergency Services’ mission, values, vision, and goals and objectives as they relate to Animals, Care and Shelter, and Disaster Cost Recovery.
These Annexes have been identified and prioritized, at the request of the Monterey County Operational Area Disaster Council, as plans that would benefit all of Monterey County, including political subdivisions, including special districts and communities therein. To this end, the operating principles of the Office of Emergency Services are ratified by the Board of Supervisors and become a matter of public record for public view and comment.
OTHER AGENCY INVOLVEMENT:
The Monterey County Operational Area Disaster Council serves as the advisory council to the Board of Supervisors and convenes at the request of the Director of Emergency Services (CAO) to consider and recommend emergency plans and agreements to improve disaster preparedness countywide as authorized by Monterey County Code 2.67et Seq. The Disaster Council is comprised of representatives from County Departments and County leaders responsible for emergency and disaster operations.
In April 2018, the County of Monterey’s Disaster Council approved the Office of Emergency Services’ Annex A: Animal Response of the Monterey County Operational Area Emergency Operations Plan. In April 2019, the County of Monterey’s Disaster Council approved the Office of Emergency Services’ Annex B: Care and Shelter and Annex I: Disaster Cost Recovery of the Monterey County Operational Area Emergency Operations Plan.
FINANCING:
The Office of Emergency Services is funded through the General Fund. Approval of these Strategic Plans will not impact the budget.
