RECOMMENDATION:

It is recommended that the Board of Supervisors acting on behalf of CSA 25 - Carmel Valley Golf & Country Club:

 

a.  Approve an increase in appropriations in the amount of $199,399 in the FY 2015-16 Adopted Budget for County Service Area (CSA) No. 25 - Carmel Valley Golf & Country Club, Fund 062-3000-8198-RMA058, where the financing source is Unassigned Fund Balance, to fund road maintenance projects (4/5th vote required); and

 

b. Authorize the Auditor-Controller to amend the budget for CSA 25 - Carmel Valley Golf & Country Club, Fund 062-3000-8198-RMA058, for FY 2015-16 by increasing appropriations in the amount of $199,399 where RMA Fund 062 Unassigned Fund Balance is the financing source to balance the appropriation increase (4/5th vote required).

 

SUMMARY:

In Fiscal Year (FY) FY 2014-15, representatives from the Board of Directors of the Homeowners at Quail, Inc., a nonprofit California corporation, the homeowners association and management of Quail Lodge Resort and Golf Club requested shoulder repaving along a portion of Valley Greens Drive.  That project was completed in June 2015.  Upon completion of the project, additional shoulder paving along Valley Greens Drive was requested.  Street and sidewalk maintenance service is an active service for CSA 25 and this project is an appropriate use of CSA 25 funds.

 

DISCUSSION:

On May 5, 2015, the Board of Supervisors approved appropriations to fund the repaving of shoulders along Valley Greens Drive.  The project was completed near the end of FY 2014-15 and the invoice was submitted by Graniterock in FY 2015-16 after the deadline to accept 2014-15 invoices.  The invoice is in the amount of $131,587.

 

Additionally, after the completion of the paving project in FY 2014-15 representatives from the Homeowners at Quail, Inc. requested that additional shoulder paving be continued along the north side of Valley Greens Drive at a cost of $82,000.  This project will be completed through Job Order Contract (JOC).

 

A portion of the funds allocated in the FY 2015-16 Budget ($14,188) can be used to offset the additional costs of the paving projects.  Therefore, an appropriation in the amount of $199,399 from the unassigned fund balance is necessary to fund the paving project completed in FY 2014-15 as well as the new paving project.

 

OTHER AGENCY INVOLVEMENT:

This report was presented to the Budget Committee on February 24, 2016.

 

FINANCING:

The costs associated with this project will be financed by CSA 25 - Carmel Valley Golf & Country Club (Fund 062, Unit 8198).  The current Unassigned Fund Balance for CSA 25 would be reduced from $225,956 to $26,557, resulting in an approximate 88% reduction.  Annual expenses typically average between $2,500 and $11,000 per year.  Annual costs include street lighting as well as occasional tree removals.  The fund balance at the end of FY 2016-17 is estimated to be approximately $50,000.  Additional discretionary road improvements will be considered once the fund balance is replenished to an appropriate level.
