RECOMMENDATION:
It is recommended that the Board of Supervisors adopt a resolution to:
Authorize and Direct the Auditor - Controller to amend the Fiscal Year 2018-19 Adopted Budget to increase appropriations and estimated revenues by $192,635 for the Health Department (Emergency Medical Services) (001-4000-HEA006-8109) financed by recognition of unanticipated revenues from American Medical Response (AMR) (4/5ths vote required).
SUMMARY/DISCUSSION:
Pursuant to the California Health and Safety Code, Section 1797 et seq., the Monterey County Department of Health’s Emergency Medical Services (EMS) Agency is designated by the Monterey County Board of Supervisors as the local EMS Agency. The EMS Agency is responsible for emergency medical services (EMS) system coordination, medical oversight, and coordination of the delivery of EMS by provider organizations in Monterey County. The EMS Agency is also responsible to establish policies and procedures approved by the Medical Director of the Local EMS Agency to assure medical control of the EMS system as well as for regulating Advanced Life Support (ALS), Critical Care Transport (CCT), and Basic Life Support (BLS) air ambulance services and EMS service providers within Monterey County, and for authorizing ALS, CCT, and BLS air ambulance response and transport within the county.
The EMS Agency administers the CSA-74 (Fund 092) fund and the Maddy Fund (Fund 016). These funds provide the primary source of funding for the operation of the EMS Agency.
Fiscal Year 2018-19, the EMS Agency will receive approximately $192,635 that was not anticipated. Of this amount, $102,640 is revenue for performance penalties for late response times that are being assessed to American Medical Response (AMR), the current ambulance provider. The additional $89,995 in revenue is a reimbursement for an expenditure representing AMR’s share of the cost related to the expansion of the current interoperability capabilities of the County’s radio system.
This work supports the Monterey County Health Department 2018-2022 Strategic Plan initiatives 2. Enhance public health and safety through prevention and 4. Engage MCHD workforce and improve operational functions to meet current and developing population health needs. It also supports one of the ten essential public health services, specifically, 7. Link people to needed personal health services and assure the provision of health care when otherwise unavailable.
OTHER AGENCY INVOLVEMENT:
The Budget Committee review and concurred with the recommended actions during their May 30, 3019 meeting. The Auditor-Controller and County Administrative Budget Office have reviewed this report.
FINANCING:
This action does not impact General Fund contribution as the changes in appropriations are funded by corresponding increases in revenues.
