RECOMMENDATION:

 

It is recommended the Board of Supervisors:

 

Authorize the Deputy Purchasing Agent for Natividad Medical Center (NMC) to execute Amendment No. 6 to the Agreement (A-12807) with Healthcare Transformation, LLC (HCT), for temporary management and consulting services at NMC, retroactive to November 30, 2015  to include an Infection Preventionist consultant thereby extending the term of the Agreement an additional two (2) month period for a revised full Agreement term of January 1, 2014 through May 27, 2016 and adding $195,000 for a revised total Agreement amount not to exceed $1,215,600.

 

SUMMARY/DISCUSSION:

 

Natividad Medical Center (NMC) entered into an agreement with Healthcare Transformation, LLC (“HCT”), a national firm experienced in providing healthcare consulting services and interim professional placements, for specialized consulting services to evaluate NMC's current Core Measure performance and processes and to implement best practices to improve performance.  It is necessary to amend this Agreement to add an Infection Preventionist consultant position to the Agreement.

 

Both the Joint Commission and CMS require that the hospital identify an Infection Preventionist that has clinical authority over the infection prevention and control program. The hospital must have an Infection Control Officer at all times in order to be compliant with the standards governing control of infections and communicable disease. NMC’s Infection Control Officer left the hospital in September with a Quality nurse covering until someone with the credentials and experience could be found. NMC worked quickly with HCT who was able to offer a qualified interim Infection Preventist as soon as November 30, 2015. This is a critical, required position to remain in compliance with applicable standards and therefore request that this agreement be retroactive to November, 30, 2015.  NMC will continue to actively recruit for a permanent position but requires an interim to bridge the gap.

 

NMC had originally prepared this amendment back in November however the amendment was re-written again in January so as to include the addition of wording which limits an interim staff person to working no more than 720 hours per year. This important addition to the Agreement helps ensure that NMC’s Agreements remain consistent with the County’s Agreements for temporary staffing services.

 

OTHER AGENCY INVOLVEMENT:

 

County Counsel has reviewed and approved this Amendment No. 6 as to legal form and risk provisions, and the Auditor-Controller has reviewed and approved as to payment provisions. The Amendment No. 6 has also been reviewed and approved by NMC’s Finance Committee on November 24, 2015 and by its Board of Trustees on December 7, 2015.

 

FINANCING:

 

The actual maximum cost for Amendment No. 6 is $195,000, all of which has been included in the Fiscal year 2015-16 Adopted Budget. There is no impact to the General Fund.
