RECOMMENDATION:

 

It is recommended that the Board of Supervisors:

a.                     Retroactively approve and authorize a $9,000,000 increase to the Countywide Service Agreements for Security Guard Services based upon criteria set forth in RFP #10744, for a revised total aggregate amount not to exceed $20,000,000 covering the service period of July 1, 2021, to June 30, 2024.

 

SUMMARY/DISCUSSION:

 

On June 22, 2021, the Board of Supervisors of the County of Monterey approved the execution of six Countywide Service Agreements awarded from RFP #10744 for Security Guard Services for the County.  The awarded vendors included Universal Protection Service, LP. dba Allied Universal Security Services, American Guard Services, Inc., ASSET Private Security, Inc. Condor Security of America, Inc., Miller Event Management, Inc., and National Security Industries & Services, for a total amount not to exceed $10,000,000 from FY 2021 through FY 2024. This included the option to extend the Agreements for two (2) additional one (1) year periods, for a total not to exceed a maximum five (5) year Agreement along with the ability to increase the cumulative “not to exceed” amount by up to 10% of the original aggregate amount of $10,000,000 to $11,000,000. This increase occurred on June 21,2023. Services include, but are not limited to, routine foot patrols of employee parking areas and the reporting of any damage to property or suspicious activity to the designated representative of the County and providing specialized guard services as requested by the Monterey County Sheriff’s Office (MCSO) and Natividad Medical Center (NMC) following the specifications and schedules detailed in the Master Agreement.  Each Agreement is based upon County requirements as set forth in the terms and conditions of RFP #10744.

 

On March 9, 2023, an atmospheric river event carried rain across the County of Monterey which caused widespread localized flooding and power outages across the County, and major flooding along the Salinas and Pajaro Rivers, which flooded residential communities, agricultural fields, and critical infrastructure.  These storm events occurred just shortly after the January events which further depleted the County's resources from the major flood fighting and emergency response operations.  Due to the need for urgent responses to these emergencies, Security Guard services were used more frequently than originally anticipated.  In response to these emergencies, the need for Security Guard services included additional use of security services for road closures, shelters, and temporary evacuation point sites.  The need for additional Security Guard services expended funds from the original Board approval to cover the additional expenditures necessary to secure different arears of the County during the January/March 2023 winter storms to maintain public safety.

 

The need for additional Security Guard Services enabled the County to ensure a reliable source of qualified vendors in response to emergencies and to prepare for any future declared emergencies during the remaining term of these Countywide Service Agreements.

 

Increasing the Countywide Security Guard Services Agreements will allow the County to continue to ensure high- performance Security Guard services to promote public safety.

 

 

OTHER AGENCY INVOLVEMENT:

 

The Office of the County Counsel and the Auditor-Controller’s Office have reviewed as to form and fiscal provisions, respectively.

 

FINANCING:

 

Funds for these services are contained within the approved budget allocations of the departments utilizing the services.  Expenditures will depend on the actual services requested by individual County departments.  Based upon historical usage, the aggregate amount to be spent for all Agreements issued under RFP #10744 should not exceed $20,000,000 including the additional authorization requested herein.
