RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Monterey County Laguna Seca Representative to execute Amendment No. 1 to the Standard Agreement between NorCal Rental Group LLC dba Cresco Equipment Rentals and the County of Monterey for Golf Cart Rentals and Service for WeatherTech® Raceway at Laguna Seca, extending the term through December 31, 2024, for a revised term of April 1, 2023 through December 31, 2024; and increasing the amount not to exceed by $160,000 with an amended not to exceed total of $325,000.
SUMMARY:
Founded in 1984 in Martinez, CA, NorCal Rental Group LLC dba Cresco Equipment Rentals (Cresco) delivers a comprehensive inventory of rentals and a knowledgeable staff properly trained in equipment maintenance and safety protocols. Currently, Cresco has 19 locations throughout Northern California.
The County executed a Standard Agreement (Agreement) with Cresco for the provision of golf cart rentals and service during events at WeatherTech® Raceway at Laguna Seca (WRLS) on April 17, 2023 (Attachment A). Cresco has provided services to WRLS since 2022. Cresco also provides onsite staff for any mechanical service needs that may arise during the rental period and will continue to supply and bill third-party customers for requested services during any event within the Laguna Seca Recreation Area facility during the term of this Agreement. Cresco will be 100% responsible for managing all third-party rentals and will obtain proof of insurance documentation on each third-party renter. The proposed Amendment No. 1 will extend the Agreement through December 31, 2024, and increase the not to exceed sum to $325,000.
Staff requests the Board of Supervisors to approve and authorize the Monterey County Laguna Seca Representative to execute the proposed Amendment No. 1 to the Agreement with Cresco, extending the Term from April 1, 2023, through December 31, 2024, and increase the not to exceed sum by $160,000 for a revised not to exceed sum of $325,000.
OTHER AGENCY INVOLVEMENT:
The Office of County Counsel and Auditor-Controller’s Office reviewed and approved the proposed Agreement as to form and fiscal provisions, respectively.
FINANCING:
The amended cost of the contracted services provided by Cresco is not to exceed $325,000.00 for the extended duration of the Agreement. There are sufficient appropriations available in the PWFP Adopted Budget in Fiscal Year 2023-2024 (Fund 453, Unit 8579, Appropriation Unit PFP067) to cover the additional fees for FY2024. The balance is to be included in the upcoming budget for Fiscal Year 2024-2025 for Laguna Seca Recreation Area.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
The recommended action supports the Board of Supervisors Strategic Initiatives for Administration and Public Safety by providing necessary transportation carts for both administrative and emergency personnel during events where the carts provide ease of access and mobility around the facility.
