Title

Approve and authorize the Monterey County Laguna Seca Representative to:

a.  Execute a Standard Agreement between Carmel Cantina, Inc., dba Baja Cantina Carmel, and the County of Monterey for catering services for WeatherTech® Raceway at Laguna Seca with a term retroactively beginning June 1, 2022 and ending December 31, 2022, for a not-to-exceed amount of $130,000;

b.  Execute up to three (3) future amendments to the Standard Agreement where the total amendments do not exceed ten percent (10%), or $13,000, of the Agreement amount and do not significantly change the scope of work, subject to County Counsel approval.

RECOMMENDATION:

It is recommended that the Board of Supervisors approve and authorize the Monterey County Laguna Seca Representative to: 

a.  Execute a Standard Agreement between Carmel Cantina, Inc., dba Baja Cantina Carmel, and the County of Monterey for catering services for WeatherTech® Raceway at Laguna Seca with a term retroactively beginning June 1, 2022 and ending December 31, 2022, for a not-to-exceed amount of $130,000;

b.  Execute up to three (3) future amendments to the Standard Agreement where the total amendments do not exceed ten percent (10%), or $13,000, of the Agreement amount and do not significantly change the scope of work, subject to County Counsel approval.

 

SUMMARY/DISCUSSION:

Carmel Cantina, Inc., dba Baja Cantina Carmel (Carmel Cantina), is a local company and has been operating its Carmel restaurant for 28 years.  Carmel Cantina has provided catering services to WeatherTech® Raceway at Laguna Seca (WRLS) for several years, serving WRLS as the primary caterer for hosted events at the raceway.  These events allow WRLS staff to showcase the facility and its value to local, national, and international clients and attendees to allow for continued interest in utilizing and participating in major and minor events at Laguna Seca.

 

Staff requests the Board of Supervisors approve and authorize the Monterey County Laguna Seca Representative to execute the proposed retroactive Agreement with Carmel Cantina (Attachment A) and to execute up to three future amendments to the Agreement.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel and Auditor-Controller’s Office reviewed and approved the proposed retroactive Agreement as to form and fiscal provisions, respectively.

 

FINANCING:

The cost of the contracted services provided by Carmel Cantina shall not exceed $130,000 for the duration of the Agreement.  The full expenditure amount is included in the Recommended Budget for Fiscal Year 2022-23 for Fund 453-Laguna Seca Recreation Area, Budget Unit 8579, Appropriation Unit PFP067.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The recommended action supports the Board of Supervisors Strategic Initiatives for Economic Development and Infrastructure.  Use of the services will assist in providing quality events at Laguna Seca facilities.  This will generate revenue intended to help finance WRLS operations and maintenance and promote economic development by attracting domestic and international visitor dollars that will stimulate the local economy.
