Approve Agreement with M3 Environmental Consulting, LLC (M3) to provide on-call environmental hygienist consulting services for the County of Monterey, Resource Management Agency, under Request for Proposals (RFP) No. 10498, in an amount not to exceed $300,000, with the signing of the Agreement through and including October 31, 2018, with the option to extend the Agreement for two (2) additional one- (1) year period(s);
b. Approve Agreement with Professional Service Industries, Inc. (PSI) to provide on-call environmental hygienist consulting services for the County of Monterey, Resource Management Agency, under Request for Proposals (RFP) No. 10498, in an amount not to exceed $300,000, with the signing of the Agreement through and including October 31, 2018, with the option to extend the Agreement for two (2) additional one- (1) year period(s);
c. Approve Agreement with S Tech Consulting, LLC (S Tech) to provide on-call environmental hygienist consulting services for the County of Monterey, Resource Management Agency, under Request for Proposals (RFP) No. 10498, in an amount not to exceed $300,000, with the signing of the Agreement through and including October 31, 2018, with the option to extend the Agreement for two (2) additional one- (1) year period(s);
d. Approve Agreement with Meca Consulting, Inc., dba Millennium Consulting Associates (Millennium Consulting Associates), to provide on-call environmental hygienist consulting services for the County of Monterey, Resource Management Agency, under Request for Proposals (RFP) No. 10498, in an amount not to exceed $300,000, with the signing of the Agreement through and including October 31, 2018, with the option to extend the Agreement for two (2) additional one- (1) year period(s); and
e. Authorize the Contracts/Purchasing Officer or Contracts/Purchasing Supervisor to execute the Agreements and future amendments to the Agreements where the amendments do not significantly alter the scope of work or change the approved amount of the Agreements.

RECOMMENDATIONS:
It is recommended that the Board of Supervisors:
a. SUMMARY:
Over the past few years the RMA has established several on-call agreements by prequalifying multiple professional firms in specialized fields. The purpose for having on-call vendors is to expedite the procurement process when needing specialized expertise from a professional firm when County staff lack the expertise. These on-call agreements are utilized across the RMA, and at times used by other County Departments, for specialized expertise in operations and specific facility and capital projects. The recommended action would allow for the issuance of four (4) multiyear agreements, each for $300,000 for a cumulative total of $1,200,000, to provide On-Call Environmental Hygienist Consulting Services for various County of Monterey facilities and projects.
DISCUSSION:
The County solicited proposals from qualified consultants through Request for Proposals (RFP) #10498 for On-Call Environmental Hygienist Consulting Services, in accordance with the specifications set forth in the RFP. M3, PSI, S Tech, and Millennium Consulting Associates were selected and hired for their expertise and capabilities necessary to provide environmental hygienist consulting services through a competitive selection process in accordance with County policies and State laws under RFP #10498, with the signing of each Agreement through and including October 31, 2018, with the option to extend each Agreement for two (2) additional one- (1) year period(s). M3, PSI, and S Tech have certified that they are Local Vendors (see Attachment 5 Declarations) as defined by the Monterey County Local Preference Policy. The scope of services for each consultant includes the full range of professional environmental hygienist consulting services associated with mold, asbestos, and lead, including air and material inspections, monitoring and testing, development of work plans, and consultation services on an as-needed basis.
OTHER AGENCY INVOLVEMENT:
The Offices of the County Counsel and Auditor-Controller, have reviewed and approved the Agreements as to form and legality, and fiscal provisions, respectively.
FINANCING:
Costs associated with these on-call environmental hygienist consultants and funding would be contained within the approved budget allocations of the individual departments authorizing use of these on-call agreements. For the RMA, funding is either within the approved budget allocations for a specific operating Unit or contained within the board approved project budget within Fund 401 - Facilities Maintenance Projects; Fund 402 - Capital Projects; or Fund 404 - Facility Master Plan Projects.
