RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Acting as the Board of Directors of the Successor Agency to the Redevelopment Agency of the County of Monterey, approve and authorize the Director of Housing and Community Development, or designee, to execute Amendment No. 1 to Standard Agreement A-16389 with West Coast Arborists, Inc., to provide fire fuel reduction vegetation management services at the East Garrison Historic District to extend the Agreement term one year to June 30, 2027, update certain provisions of the agreement, and increase the Agreement amount of $74,772 by $50,000 for a new not-to-exceed amount of $124,772 with no change to the Scope of Work; and

b. Authorize the Director of Housing and Community Development to execute future amendments that do not significantly change the scope of work or increase the Agreement amount by more than 10% ($12,478), subject to review by County Counsel.

 

SUMMARY/DISCUSSION:

In February 2023, Housing and Community Development Department (“HCD”) staff issued Request for Proposals (RFP) #10860, Fire Fuel Mitigation Services at East Garrison Historic District, on behalf of the Successor Agency to the Redevelopment Agency of the County of Monterey (“Agency”).  West Coast Arborists, Inc., submitted a responsive proposal and was chosen to provide fire fuel vegetation management surrounding the buildings in the Historic District at East Garrison which is owned by the Successor Agency noted on the attached map (Attachment 1).

 

Since 2023, West Coast Arborists, Inc., has been carrying out fire fuel vegetation management services that have been completed on an annual basis to reduce and remove flammable groundcover and shrubs, reduce ladder fuels on properties within East Garrison owned by the Agency, and the services agreement also includes cleanup due to damage caused by inclement weather. In August 2025 the Successor Agency transferred the Library parcel to the County of Monterey.  Library construction is expected to begin in summer 2026 and no longer requires vegetation management services by the Successor Agency.  The remainder of the parcels require continued fire fuel vegetation management and are shown in Attachment 1.  The contract amendment will extend the contract for fire clearance services to ensure ongoing clearance needs are addressed. Since the contract is being extended, the contract amount must be increased to cover the extended period. The proposed $50,000 contract increase reflects the reduced scope of work by excluding the library parcel.

Staff requests that the Board approve this contract amendment, which extends the contract term and increases the budget accordingly. 

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel and the Auditor-Controller’s Office have reviewed and approved the Standard Agreement with West Coast Arborists, Inc.

 

FINANCING:

The costs associated with these services are funded from tax increment. For Fiscal Year 2026-27 contractor costs and staff time to manage this contract are included in the Recommended Budget for the Agency Fund 3915, Budget Unit 310010.
