RECOMMENDATION:
It is recommended that the Board of Directors of the Monterey County Water Resources Agency:
a) Approve Amendment No. 3 to the Agreement for Services with JDI Electrical Services, Inc., to increase the dollar amount by $85,000 for a total contract amount not-to-exceed $235,000 and extend the term of the Agreement to June 30, 2029, to provide electrical maintenance and repair services for the Nacimiento Dam Hydroelectric Power Plant; and
b) Authorize the General Manager to execute the amendment.
SUMMARY/DISCUSSION:
On September 6, 2023, the Monterey County Water Resources Agency (Agency) entered into an Agreement for Services (Agreement) with JDI Electrical Services, Inc. (JDI), to provide electrical services for the Nacimiento Dam Hydroelectric Power Plant (power plant). The scope of work under this Agreement includes preventive maintenance inspections, testing, troubleshooting and repair of electrical equipment. JDI has the skills and expertise to provide routine inspections and maintenance, and repair of hydroelectric power generation equipment.
Due to unexpected electrical equipment failures and repairs, the fund balance for JDI ‘s Agreement was spent faster than anticipated. To date, $52,370 of the available $47,965 has been spent, JDI recently completed the following work:
• Performed testing on windings for the Unit 1 generator.
• Performed troubleshooting and repairs on the electrical controls for Unit 1.
• Performed annual preventive maintenance of the power plant and switchyard.
The purpose of Amendment No. 3 is to increase the agreement amount by $85,000 from $150,000 to $235,000 to allow payment for work already performed by JDI and to provide funding for future as-needed electrical maintenance and repair services for the power plant.

FINANCING:
Amendment No. 3 is financed by the fund balance in Fund 130. The amendment total needed is $85,000 and is included in the FY2025-26 Adopted Budget. Sufficient appropriations in Fund 130 are included in the FY 2025-26 Adopted Budget to pay for this amendment.
