RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.      Receive a follow-up report as directed during Budget Hearings on June 10, 2014 regarding remaining Fiscal Year (FY) 2014-15 funding requirements for Long Range Planning tasks and associated costs related to the additional $1,000,000 allocation included in the FY 2014-15 Adopted Budget,  along with anticipated costs for future years; and
b.      Consider and approve a transfer of $192,000 from General Fund Contingencies to the CAO budget to fund increased FY 2014-15 costs for the Salinas Valley Water Study; and

SUMMARY:
On June 10, 2014, the Board of Supervisors held public hearings to consider and approve the FY 2014-15 Recommended Budget.  In considering additional funding requests to cover mandated costs that were not included in the Recommended Budget due to fiscal constraints, the Board approved an additional $1,000,000 to partially fund FY 2014-15 requirements and directed that Resource Management Agency (RMA) staff return with a separate report detailing funding needs and priorities for long range planning efforts for Monterey County.  As discussed at Budget Hearings, the funding need for long range planning efforts greatly exceeds $1,000,000.  
 
Staff has identified recommended priorities to be funded by the $1,000,000, included in the County Administrative Office (CAO) - Other Financing Uses Adopted Budget.  During Budget Hearings, the Board specified that the additional funding be used toward costs for the Housing Element update, Carmel Lagoon projects, Salinas Valley water study, General Plan implementation, and Local Coastal Program update efforts.

FINANCING:
During the June 10, 2014 Budget Hearings the Board approved a $1,000,000 appropriations increase in the County Administrative Office 001-1050-8038 Other Financing Uses (CAO017 for FY 2014-15 expenditures related to General Plan Implementation and Long Range Planning efforts.  The amount identified from that $1,000,000 allocation to be used towards the Salinas Valley water study was $270,000 for FY 2014-15.  Based on the latest cost estimate for this Study and associated WRA Services, costs for this task in FY 14-15 have increased by $192,000.
 
Having subsequently received a final cost estimate for the Salinas Valley water study, originally estimated as $270,000 cost for FY 14-15, staff is recommending that the Board include an additional $192,000 needed for this year for a total of $462,000.  The original $270,000 estimated cost would remain as part of the $1,000,000 identified at the June 10 budget hearings.
 
If the Board retains the $1,000,000 allocation, then the additional cost for the water study will reduce funding available for the other tasks.  RMA will work closely with its assigned CAO Budget & Analysis Analyst during the course of FY 2014-15 to determine if a budget modification will be required to increase appropriations for this effort.  Should it be determined that additional funding is required, a request for budget modification to maintain fiscal balance will be presented through the Board's Budget Committee prior to year-end.
