RECOMMENDATION:
It is recommended that the Board of Supervisors:
Authorize the Registrar of Voters to enter into a standard Elections agreement with City of Pacific Grove to provide specified election services for their April 19, 2016 Special Election.
SUMMARY/DISCUSSION:
Division 10 of the California Elections Code provides that a city or district may, by resolution, request that the Board of Supervisors authorize the Registrar of Voters to provide it with election services.
Resolution No. 16-007 was passed by the City Council of Pacific Grove on January 20, 2016 giving notice of holding an election on April 19, 2016 for a proposed zoning amendment to municipal code. The resolution requests that the County Registrar of Voters provide election services.
Election services will be provided upon approval of the Board of Supervisors. The Elections Department routinely conducts elections on behalf of local cities and districts, which reimburse the County for all related expenses pursuant to a cost recovery contract with the City.

OTHER AGENCY INVOLVEMENT:
The City of Pacific Grove has adopted Resolution No. 16-007 requesting that the Registrar of Voters provide election services for the April 19, 2016 election. County Counsel has approved the standard agreement for services as to form.
FINANCING:
No additional cost to the County General Fund associated with this recommendation is anticipated. The City of Pacific Grove shall reimburse the County in full for the services performed. The Fiscal Year 2015-16 approved budget for Elections does not include specified estimated expenditures and revenue for this special election. Elections will coordinate with the County Administrative Office and request from the Board of Supervisors increased appropriations in the event funding becomes necessary. Any requested increased appropriations would be offset entirely by increased revenue through reimbursement by the city.
