RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Receive Board Member interest regarding service options for Non-County Entities; and
b. Consider the following options for each of the Board of Supervisors Ad Hoc Committees:
i. Creation or dissolution from 2025 appointment list; or
ii. Confirm appointments and establish new termination date.
SUMMARY/DISCUSSION:
Board Policy G-10, sets forth a procedure for the designation of Board Members to Non-County Entities. On November 7, 2023, Board Referral 2023.21 (Church) was issued requesting an amendment to the policy to potentially include a rotational selection component as part of the appointment process for non-county entities. On November 28, 2023, the Board directed the creation of a Non-County Entities Ad Hoc Committee (Ad Hoc Committee) tasked with reviewing and vetting the non-county entities appointment procedure. Board Members from Districts 2 and 5 were appointed to serve on the Ad Hoc Committee addresses Board standing and ad hoc committees, non-county entities to which the Board makes appointments, and the process for making such appointments. The policy sets forth a rotating membership for standing committees with three-year terms and confirmation of ad hoc committees and appointments to non-county entities on an annual basis. Non-County Entities:
On November 7, 2023, Board Referral 2023.21 (Church) was issued requesting an amendment to the policy to potentially include a rotational selection component as part of the appointment process for non-county entities. On November 28, 2023, the Board directed the creation of a
Non-County Entities Ad Hoc Committee (Ad Hoc Committee) tasked with reviewing and vetting the non-county entities appointment procedure. Board Members from Districts 2 and 5 were appointed to serve on the Ad Hoc Committee. (ADDED VIA ADDENDA)
On December 4, 2024, the Board considered recommendations from the Ad Hoc Committee and directed staff to suspend the existing policy and initiate a pilot solicitation process for the 2025 appointments. As part of the pilot, the selection process would be conducted during an open session Board meeting, at which time each Board member would state their preference for consideration of appointment to non-county entities. A summary of the suspended policy provision and adopted pilot procedure is outlined below.
Board Policy G-10, Section VI (Suspended)
In December of each year, the County Administrative Officer (CAO) is to solicit interest from each supervisor regarding consideration of appointment to non-county entities, which the Board makes appointments. Once the information is compiled, the CAO confers with the incoming Chairperson who then prepares recommendations for appointments to those entities for the Board’s consideration at the first Board meeting of the year.
Pilot Solicitation Process (Current)
Solicit interest from each supervisor regarding service to non-county entities as part of an agendized item for discussion at a Board meeting. The incoming chairperson would consider input received and prepare recommendations for those entities for the Board’s consideration at the next scheduled Board meeting.
Staff has compiled and consolidated appointment preferences from Board Districts 1, 2, 4 and 5 for discussion at the January 7, 2025 Board meeting. The incoming chairperson will then consider input received and prepare recommendations for those entities for Board consideration on January 14, 2025. The consolidated list of preferences is enclosed as Exhibit A to this report.
Ad Hoc Committees:
There are currently seven ad hoc committees of the Board, listed with detail on Exhibit C for the Board’s refence. Further Board direction is sought regarding the creation, dissolution and/or continuance of the identified ad hoc committees. (ADDED VIA ADDENDA)
OTHER AGENCY INVOLVEMENT:
The County Administrative Office coordinated with the Office of County Counsel.
FINANCING:
There are no financial impacts to the General Fund resultant to the Board receiving this report.
