a. Approve and authorize the Director of the Military & Veteran Affairs Department to sign a funding agreement for $330,000 with San Benito County to provide San Benito County veteran services in compliance with the requirements of the State of California Military and Veterans Code for the period of July 1, 2020 through June 30, 2023; and
b. Authorize the Director of the Military & Veteran Affairs Department to sign up to three (3) amendments to this funding agreement where the original contract amount does not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Military & Veteran Affairs Department to sign a funding agreement for $330,000 with San Benito County to provide San Benito County veteran services in compliance with the requirements of the State of California Military and Veterans Code for the period of July 1, 2020 through June 30, 2023; and
b. Authorize the Director of the Military & Veteran Affairs Department to sign up to three (3) amendments to this funding agreement where the original contract amount does not significantly change the scope of work.
SUMMARY/DISCUSSION:
San Benito County has contracted with The Monterey County Military & Veterans Affairs Department to provide veteran services since July 1st, 2011. In providing this service, it allows San Benito County to comply with Sections 970 and 971 of the State of California Military and Veterans Code.
This funding agreement will provide reimbursement for one (1) full-time Military & Veterans Representative, supervision, and administration of the San Benito County Veteran Services Office.
OTHER AGENCY INVOLVEMENT:
County Counsel has approved the agreement as to form.
FINANCING:
Under this funding agreement, San Benito County will reimburse the County of Monterey quarterly for a full-time Military Veterans Representative, supervision, and administrative services to provide a veterans’ program in San Benito County. San Benito will provide reimbursement of $105,000 for FY 2020-21, $110,000 for FY 2021-22, and $115,000 for FY 2022-23. Sufficient Appropriations and estimated revenues in SOC003 are included in the FY 2020-21 Recommended Budget and will be incorporated in future budget years also.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This agreement correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by allowing the Department to improve the quality of life for veterans and their dependents by expanding the Department’s access to the surrounding veteran community while supplementing the Department’s annual budget.
