Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.  Adopt Plans and Special Provisions for the County Service Area 25 Pavement Improvement Project; and

b.  Authorize the Director of Public Works, Facilities and Parks to advertise the “Notice to Bidders” in the Monterey County Weekly.

 

SUMMARY:

Adopting the Plans and Special Provisions and authorizing the Public Works, Facilities and Parks Department (PWFP) to advertise the County Service Area 25 Pavement Improvement Project will allow the PWFP to solicit construction bids and proceed with the construction phase of the Project.  PWFP will return to the Board after opening bids and determining the lowest responsible bidder to seek approval to award the Project.

 

DISCUSSION:

The Project is within County Service Area No. 25 which is accessed from Carmel Valley Road (G-16) and Valley Greens Drive approximately 3.4 miles east of State Highway 1.  It consists of paving approximately 2,100 linear feet of two-lane roads within the CSA, chip sealing shoulders, and improving drainage conditions in cul de sacs.  Paving will consist of performing a 2.5-inch grind followed by a hot mix asphalt overlay, and dig-outs in areas of subgrade failure. 

 

The bid opening is set for August 10, 2023, at 2:00 p.m., in the Monterey Room, Monterey County Government Center, 168 West Alisal Street, 2nd Floor, Salinas, California 93901.  Project construction is scheduled to begin in October 2023.

 

The project will not have a significant impact on the environment and is categorically exempt per Article 19, Section 15301 (c) of the California Environmental Quality Act (CEQA). 

 

 

 

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel-Risk Management, and Auditor-Controller have reviewed and approved the Special Provisions as to form and insurance and indemnification provisions, and fiscal provisions, respectively.

 

FINANCING

The total estimated cost of CSA 25 Project, including design engineering, environmental, right-of-way, and construction is $5,000,000.  There are sufficient appropriations adopted in the FY 2023-24 Road Fund 002, Appropriation Unit PFP004 budget to finance the construction phase of the project funded with Measure X.  This project is part of the larger Community Pavement Improvement Program (Project 4000).
