RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Health to sign Amendment No. 1 to the Mental Health
Services Agreement A-12486 with Seneca Family of Agencies dba Kinship Center for mental
health services to children and their families.  Amendment No. 1 revises the Program
Description, Payment and Billing Provisions, Cost Reimbursement Invoice Form, and Budget
and Expenditures Report; and increases Fiscal Year (FY) 2013-14 amount by $313,694, FY
2014-15 amount by $547,070, and FY 2015-16 amount by $542,503 for a revised total
Agreement amount not to exceed $6,444,169.
 
SUMMARY/DISCUSSION:
Seneca Family of Agencies dba Kinship Center provides mental health services with four (4) separate programs (D'Arrigo Outpatient Clinic, Adoption Preservation, Trauma Services and the newly formed King City Children's Clinic). The programs serve seriously emotionally disturbed children who are in foster care, require aid to adoption, or are in adoption preservation status.  Kinship Center continues to provide mental health services to Monterey County and out-of- County Medi-Cal eligible youth, and their families through an array of programs. These services address the impacts of adoption on a child and his or her family and address permanency issues. Services are coordinated and designed to address an individual's mental health needs and aim to reduce the possibility of future residential care, out-of-home placement, and/or hospitalization.
 
This Amendment No. 1 increases the services amount for Adoption Preservation by $63,694 and  removes the Parenting Classes services of $11,306 (which will be funded by another program under Title IV E) and applies the $11,306 towards the Adoption Preservation services for a total of $75,000 for Fiscal Year (FY) 2013-14 through FY 2015-16; adds a new program, King City Children's Clinic, in the amount of $250,000 for FY 2013-14, $483,376 for FY 2014-15, and $483,376 for FY 2015-16; and decreases the FY 2015-16 projected services amounts for D'Arrigo Children's Clinic by $3,133, Adoption Preservation by $609; and Trauma Services by $825.  This Amendment No. 1 increases the total contract amount by $1,403,267.  
 
This Amendment No. 1 is effective January 1, 2014.  This Amendment No. 1 was delayed for Board presentation because of the process to finalize the new program details for the 'King City Children's Clinic'.
 
The original Agreement contains the County's standard 30-day "no cause" provision (Section IV. B) and an additional defunding provision (Section IV. D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.  
 
This work supports the Monterey County Health Department 2011-2015 strategic plan initiative:  3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically:  6) Enforce laws and regulations that protect health and ensure safety.
 
OTHER AGENCY INVOLVEMENT:
County Counsel, Auditor-Controller, and Risk Management have reviewed and approved this Agreement as to legal form, fiscal provisions, and insurance requirements, respectively.  This Amendment No. 1 is on file with the Clerk of the Board.
 
FINANCING:
This Amendment No. 1 is funded by Medi-Cal (90%) and Mental Health Services Act (MHSA) (10%) revenues.  The funds for this Amendment No. 1 ($1,992,472) are included in the Health Department's Behavioral Health (HEA012, Unit 8410) Fiscal Year 2013-14 Adopted Budget.
