RECOMMENDATION:

It is recommended that the Board of Supervisors: 

a. Approve and authorize the Monterey County Laguna Seca Representative to execute a retroactive Standard Agreement between Raul Lozano dba ASAP Signs & Printing and the County of Monterey for signage and miscellaneous printing services for Laguna Seca Recreation Area with a term beginning May 1, 2024, through December 31, 2024, for an amount not to exceed of $50,000;

b. Approve and authorize the Monterey County Laguna Seca Representative to execute up to 3 future amendments to the Standard Agreement where the total amendments do not exceed 10%, or $5,000 of the agreement amount and do not significantly change the scope of work, subject to County Counsel approval for a total aggregate not to exceed amount of $55,000.

 

SUMMARY/DISCUSSION:

ASAP Signs & Printing (ASAP) has been in business since 1968 providing signs and printing services to San Luis Obispo, Monterey, San Benito, Santa Cruz and Santa Clara Counties. ASAP has provided signage and printing services to Laguna Seca Recreation Area (LSRA) for over 20 years and has always provided high-quality products with prompt and efficient service.

 

Staff requests the Board of Supervisors approve and authorize the Monterey County Laguna Seca Representative to execute the proposed retroactive standard agreement with ASAP with a term beginning May 1, 2024, through December 31, 2024, for a total agreement amount not to exceed $50,000, and up to 3 future amendments where the total amendments do not exceed 10% of the agreement amount for a total aggregate not to exceed amount of $55,000.

 

 

 

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel and Auditor-Controller’s Office reviewed and approved the proposed retroactive Agreement as to form and fiscal provisions, respectively.  The office of Risk Management reviewed and approved the insurance coverage and limits.

 

FINANCING:

The cost of the contracted services provided by Raul Lozano dba ASAP Signs & Printing shall not exceed $50,000 for the duration of the Agreement.  There is sufficient funding in the Fiscal Year 2023-2024 Adopted budget and in the recommended Fiscal Year 2024-2025 Budget for Laguna Seca Recreation Area, Fund 453, Unit 8579, Appropriation Unit PFP067.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The recommended action supports the Board of Supervisors Strategic Initiatives for Economic Development, Administration, and Public Safety.  Economic Development is stimulated through advertising and promotion of local business; judicious use of the signs helps facilitate information disbursement and provides direction to the public and enhances public safety in the event of an emergency.
