RECOMMENDATION:

It is recommended that the Board of Supervisors:

Authorize the Director of Health to execute a no extension Amendment No. 1 to Mental Health Services Agreement A-12522 with Fred Finch Youth Center, effective June 1, 2015, to decrease Fiscal Year (FY) 2014-15 amount from $50,472 to $27,889 (a decrease of $22,583); increase FY 2015-16 amount from $50,472 to $211,257 (an increase of $160,785); for a revised total Agreement amount not to exceed $289,618.

 

SUMMARY/DISCUSSION:

Fred Finch Youth Center provides services to those who require the highest level of residential care.  Services include Day Treatment Intensive, Mental Health Services, Case Management, and Crisis Intervention Services.  Amendment No. 1 will reallocate the Day Treatment Intensive units of services and funding to provide additional Mental Health Services and add Group Home RCL 14 Board and Care services for a client placed through the Individual Education Plan (IEP) in June 2015.   Monterey County Behavioral Health will seek reimbursement from the local Special Education Local Plan Area (SELPA) for the Group Home RCL 14 Board and Care service for clients placed through the IEP.  The term of the Agreement will remain the same: July 1, 2013 through June 30, 2016.

 

This work supports the Monterey County Health Department 2011-2015 strategic plan initiative: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

The County Counsel and Auditor-Controller have reviewed and approved Amendment No. 1 as to legal form and fiscal provisions, respectively.  Amendment No. 1 is on file with the Clerk of the Board.

 

FINANCING:

This Agreement is funded by Early Periodic Screening, Diagnosis, and Treatment (25%), Federal Financial Participation (30%), Realignment (5%), and Special Education Local Plan Area (SELPA) (40%) funds that pay for children who are placed through the Individual Education Plan (IEP).  The funds for this Agreement are included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) FY 2015-16 Adopted Budget.
