RECOMMENDATION
It is recommended that the County of Monterey Board of Supervisors:
a. Approve and authorize the Director of Health Services or designee to sign a Professional Services Agreement between the County of Monterey and Central Coast Overdose Prevention (CCODP) for the provision of mobile outreach and treatment services in the amount of $627,609 for FY 2024-25 retroactive to July 15, 2024 to June 30, 2025; and

SUMMARY/DISCUSSION
This Professional Services Agreement between the County of Monterey and Central Coast Overdose Prevention is to provide mobile outreach and services to residents with a substance disorders through CCODP’s Substance Use Response Team (SURT). The SURT consists of mobile outreach throughout Monterey County to provide street medicine staffed by a multidisciplinary team of healthcare professionals, including doctors and peer support specialists while supporting transition of care with partnerships such as harm reduction partners and local behavioral health resources. This program operates with a patient-centered approach, meeting individuals where they are, whether on the streets, in shelters, or other temporary accommodations. Additionally, CCODP will focus its efforts on providing much needed services to communities in South County including: Greenfield, Soledad, and King City. This agreement is retroactive to July 15, 2024 due to contract negotiations and provider acquisition of the appropriate insurance as required by the County of Monterey.
This work supports the following County of Monterey Health Department 2018-2024 Strategic Plan Goal(s): 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

County Counsel has reviewed Agreement as to legal form. Auditor-Controller has reviewed as to fiscal provisions. Risk Manager has reviewed the insurance and indemnity provisions.
FINANCING
This Agreement is funded by California Opioid Settlement funds (100%). The funds for FY 2042-25 are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) FY 2024-25 adopted budget.
