a. Approve delegation of authority to the Director of Health to execute a Memorandum of Understanding (MOU) between Central California Alliance for Health (the Alliance) and Monterey County Mental Health Plan, which shall be effective as of the date of execution and shall renew automatically for subsequent terms of two (2) years each unless earlier terminated or amended; and
b. Approve delegation of authority to amend or terminate the MOU, following approval by County Counsel as to form and legality. Delegation of authority shall expire on June 30, 2019.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve delegation of authority to the Director of Health to execute a Memorandum of Understanding (MOU) between Central California Alliance for Health (the Alliance) and Monterey County Mental Health Plan, which shall be effective as of the date of execution and shall renew automatically for subsequent terms of two (2) years each unless earlier terminated or amended; and
b. Approve delegation of authority to amend or terminate the MOU, following approval by County Counsel as to form and legality. Delegation of authority shall expire on June 30, 2019.
SUMMARY/DISCUSSION:
Effective January 1, 2014 the Alliance, which administers the Medi-Cal Managed Care Plan in Monterey County, is responsible for the delivery of mental health services to Medi-Cal beneficiaries with mild to moderate impairment of mental, emotional or behavioral functioning through the Alliance's provider network. Medi-Cal beneficiaries whose mental health disorder is outside of the primary care physician's scope of practice continue to be the responsibility of the Monterey County Health Plan, which is administered by the Health Department's Behavioral Health Bureau.
The proposed Memorandum outlines the responsibilities of each party as required by existing Title 9, California Code of Regulations, Chapter 11 and the Contract between the State Department of Health Care Services (DHCS) and the County. Protocols for screening, assessment and referrals, coordinating care of Alliance members, and a process for resolving disputes to ensure the coordination of care are included.
OTHER AGENCY INVOLVEMENT:
County Counsel reviewed and approved the Memorandum. Auditor-Controller reviewed the proposed Memorandum and concurs. The Memorandum does not include the County's insurance and indemnification provisions as it outlines legal responsibilities under applicable state regulations and is not a service agreement. A copy of the Memorandum is on file with the Clerk of the Board.
FINANCING:
There are no fiscal provisions included in this Memorandum. Approval of this Memorandum will have no impact on the County General Fund.
