Approve and authorize the Contract Purchasing Officer or designee to execute Amendment No.1 to Agreement No. A-17149 with LongView International Technology Solutions, Inc. dba LTS, Inc. for fully automated self-service healthcare kiosks, designed to provide direct and discrete access to a full range diagnostic tests and health products as directed by the County (Narcan dispensary), adding $395,250 for a new total agreement amount of $502,200, and extending the term an additional three years for a new agreement term of December 13, 2024 through October 21, 2029; and
b. Approve and authorize the Contracts and Purchasing Officer or designee to approve two (2) future Amendments that do not exceed 10% ($10,695) of the original Agreement amount, do not significantly alter the scope of services, and do not exceed the maximum amount of $512,895.

RECOMMENDATION:
It is recommended that the County of Monterey Board of Supervisors:
a. Approve and authorize the Contract Purchasing Officer or designee to execute Amendment No.1 to Agreement No. A-17149 with LongView International Technology Solutions, Inc. dba LTS, Inc. for fully automated self-service healthcare kiosks, designed to provide direct and discrete access to a full range diagnostic tests and health products as directed by the County (Narcan dispensary), adding $395,250 for a new total agreement amount of $502,200, and extending the term an additional three years for a new agreement term of December 13, 2024 through October 21, 2029; and

SUMMARY:
Overdose deaths, particularly those involving fentanyl, continue to rise both nationally and locally. Fentanyl, a highly potent synthetic opioid often mixed with other substances, significantly increases the risk of unintentional overdose. In response, the County of Monterey Health Department is strengthening its harm reduction strategies, with a focus on expanding access to naloxone, a lifesaving medication that reverses opioid overdoses.
DISCUSSION:
This Amendment No. 1 supports a major expansion in the availability of naloxone and fentanyl test strips, ensuring these resources reach individuals at risk and the broader community. This will be achieved through targeted outreach, strategic distribution efforts, and public education on how to use naloxone effectively.
A central component of this expanded effort is the deployment of five additional vending kiosks, bringing the total to nine, that will dispense naloxone and fentanyl test strips in areas experiencing high rates of opioid use and overdose. These kiosks improve equitable access to harm reduction tools and empower individuals to test substances for fentanyl, ultimately helping to prevent fatal overdoses.
Overall, this initiative reflects the County's commitment to reducing overdose deaths and promoting public health, prioritizing safety through increased access to lifesaving tools and ongoing education.
OTHER AGENCY INVOLVEMENT:
The Offices of County Counsel and the Auditor-Controller have reviewed and approved this Agreement as to form and fiscal provisions, respectively.
FINANCING:
There will be no impact to the General Fund from approval of this action. This Agreement is financed with Opioid Settlement Funds. There are sufficient appropriations in the Health Departments Fiscal Year (FY) 2025-26 Adopted Budget 001-4000-8438-HEA014. For the FYs out, provisions will be made in the Requested Budget for the appropriate year.
