RECOMMENDATION:
It is recommended that the Board of Supervisors:
Authorize the Director of Health or Assistant Director of Health to accept a Grant entitled “SB 1383 Local Assistance Grant Program” from the Department of Resources Recycling and Recovery (CalRecycle), to assist the Environmental Health Bureau with the implementation of SB 1383 regulations, in the amount of $151,474 for the grant period of April 27, 2022, through May 2, 2024.
SUMMARY/DISCUSSION:
The Department of Resources Recycling and Recovery (CalRecycle) offered a non-competitive one-time grant program to aid in the implementation of SB 1383, the Short-Lived Climate Pollutant Reduction Act regulations for organic food waste reduction and recovery. Due to the limited time to respond, notice of the intent to submit an application was provided by a memo to this Board on January 31, 2022. The Health Department Environmental Health Bureau submitted an application for grant funds in the anticipated eligible amount of $141,000 based on the jurisdiction population for the Monterey County unincorporated area. On April 27, 2022, notification of the award in the amount of $151,474 was received. Award funds will be used for education and outreach, development and implementation of policies and procedures for enforcement, technical assistance and reporting requirements of SB 1383.
While this work is not directly in support of a Health Department Strategic Goal, it is in support of one or more of the ten essential public health services, specifically: 3. Inform, educate, and empower people about health issues; 5. Develop policies and plans that support individual and community health efforts; and 6. Enforce laws and regulations that protect health and ensure safety.
OTHER AGENCY INVOLVEMENT:
The Salinas Valley Solid Waste Authority and the Monterey Regional Waste Management District applied for and was awarded funding for these jurisdictions as well as CalRecycle required separate applications independent of each jurisdiction.
FINANCING:
There is no impact to the General Fund from accepting this grant. The expected Fiscal Year 2021-22 grant activity can be managed within the Adopted Budget (HEA005-4000-8113).
