RECOMMENDATION:
It is recommended that the Budget Committee receive and review the annual report of the Monterey County Automated External Defibrillator (AED) Program.
SUMMARY:
The Monterey County Automated External Defibrillator (AED) Program was approved by the Board of Supervisors in August 2016. The program supports and monitors non-safety/medical AED devices located at eight facilities. Research indicates an AED is vital to a victim’s survival because (1) Defibrillation within three minutes of Sudden Cardiac Arrest (SCA) increases the chances of survival by 35 percent and (2) AED used within one minute of collapse raises the survival rate to 75 percent.
In calendar year 2017, Monterey County had no reports of any non-safety/medical AED being deployed.
DISCUSSION:
Monterey County approved its Automated External Defibrillator (AED) Program in August 2016. Research has shown that time is critical in saving most people from sudden cardiac death and can play a critical factor in the timeframe for survival.
The CAO Intergovernmental & Legislative Affairs (IGLA) Division coordinates the Monterey County AED Program as the Global Administrator. The Global Administrator is responsible to coordinate and monitor the program by working with eight Local Administrator Coordinators (LAC). A LAC is assigned to each facility where a non-medical/safety AED device has been installed.
The program works together with the Community Hospital of the Monterey Peninsula (CHOMP) Tyler Heart Institute. Tyler Heart Institute has a database system, “AED Medical Direction and Management” that stores AED information. AED information includes location and readiness of the device, responders, and training records. At most facilities, there is at minimum one staff member who has a current Cardiopulmonary Resuscitation (CPR) card. Each month the LAC performs a monthly check of the device.
Typically, an AED will need to have the battery and two electrode pads replaced every 18 months. The Tyler Heart Institute database alerts the LAC when the supplies need to be replaced. An average replacement cost is $123.00. Three facilities have multi-department tenants and it is unknown who would pay for the supplies. Staff recommends that the primary tenant, in this case, the County Administrative Office, Resource Management Agency (RMA) and Social Services would be responsible to pay for replacement costs for the devices located at the Government Center, Schilling Place, and the Life Foundation Center. In the past two fiscal years, there have been minimum replacement supply charges.
The Monterey County AED Program monitors training of the site coordinators and responders. Thirty-Nine County employees are trained in CPR/First-Aid and the use of the AED device. The public or County staff can use the AED device without training. The AED device provides voice activated instructions once the equipment piece is opened. No non-medical/safety device was used in an emergency in 2017.
AEDs are located at the following facilities and are clearly marked in white boxes placed in visible, central locations.

Monterey County has separate AED programs and policies for medical and safety devices at Natividad Medical Center, Health Department Clinics, Probation Department, and the Sheriff-Coroner.
OTHER AGENCY INVOLVEMENT:
The CAO Intergovernmental & Legislate Affairs (IGLA) Divisions is the Global Administrator of the Monterey County AED Program and coordinates with the Agricultural Commissioner, Child Support Services, Emergency Communications, Government Centers: Administration and Schilling Place, Office of Emergency Services and Social Services departments.
FINANCING:
County Administrative Office - Department 1050, Intergovernmental & Legislative Affairs Division - Unit 8054 manages the project. Approval of this recommendation will not result in additional general fund contributions.
