RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Authorize the Director of Economic Development to execute an amendment to the Subrecipient Grant Agreement between the County and the Aromas Community Center Foundation for expenditure of Housing Related Parks Program funds, to expand the authorized scope of work and to add time for completion of the additional work.

 

SUMMARY:

On August 25, 2015, the Board of Supervisors accepted a $589,600 grant from the Housing Related Parks Program (HRPP) from the California Department of Housing and Community Development (HCD).  At the time, the Board also authorized a Subrecipient Grant Agreement with the Aromas Community Center Foundation (Foundation) to utilize $315,264 of the HRPP grant for parking lot improvements at the A.R. Wilson Community Park (Park).  Parking lot improvements have been completed, leaving $23,162 in grant funds unexpended.  The recommended action will expand the approved scope of work and extend the term of the Subrecipient Grant Agreement so that the Foundation can use the remaining grant funds to undertake water system improvements to the Park.

 

DISCUSSION:

The State of California established the HRPP to construct parks in underserved communities based on the creation of new affordable housing.  Three projects created affordable housing which qualified the County to receive HRPP funds, one of which is the A.R. Wilson Community Park in Aromas.

 

The Park is located at 300 Aromas Road in Aromas. The Park has a total acreage of 18.6 acres and is in the beginning stages of development. Civil engineering, architectural plans, and site grading are complete. The Park will eventually include 2 baseball fields, 2 soccer fields, a playground, a par course, 3 pavilions with picnic tables, a concession stand, a storage building, parking lot, landscaping, and a turn lane. The County previously provided HRPP funding for the restroom facility at the Park. From the second round of HRPP funding it received, the County allocated $315,264 to construct parking lots and perimeter fencing. 

 

After completing this work, the Foundation has grant funds in the amount of $23,162 remaining.  The Foundation has requested that the County amend the Subrecipient Grant Agreement to allow the remaining funds to be used to make water and irrigation distribution system improvements to the Park.  These improvements will allow the Foundation to begin growing grass for the fields and make the Park usable for the community.  The recommended amendment also extends time for completion of this additional work so that it is co-extensive with the deadline for expenditure of HRRP funds established by the County’s Grant Agreement with HCD.  The amendment provides that any funds in excess of $23,162 needed to complete Park water system improvements are the Foundation’s responsibility.

OTHER AGENCY INVOLVEMENT:

County Counsel has reviewed the Amendment #1 to the Subrecipient Grant Agreement with the Foundation as to form.

 

FINANCING:

There is no impact to the General Fund 001 as a result of this Board Report.  All funds are budgeted in Fund 013.
