RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Authorize the Contract/Purchasing Officer to sign a three-year grant funded Agreement in the award amount of $81,608 with First 5 Monterey County to support the Probation Department’s Child Advocate Program for the term July 1, 2023 through June 30, 2026.

b.                     Authorize the Contract/Purchasing Officer to sign up to three (3) future amendments to this Agreement where the amendments do not significantly change the scope of work and do not exceed ten percent 10% ($8,160) of the original agreement award amount, for a not to exceed maximum award amount of $89,768.

 

SUMMARY:

The Probation Department recommends the approval of the Agreement with First 5 Monterey County for reimbursement in the amount of $81,608 in grant funding, for the term July 1, 2023 through June 30, 2026 to support the Child Advocate Program and continue valuable services to children exposed to domestic violence at an early age.

 

DISCUSSION:

Probation has been a recipient of First 5 Monterey County grant funding since 2003, providing valuable services to children aged zero to five who have been exposed to domestic violence.

 

As a partner of the Door to Hope Integrated Service Collaborative, Probation has been allocated grant funding to support the Child Advocate Program for three years, from July 1, 2023 through June 30, 2026.  The proposed Agreement identifies roles and responsibilities, and level of services during the grant award period.

 

As the lead agency for the integrated collaborative, Door to Hope has a strong partnership with local agencies and organizations serving children from prenatal to five years old.  The collaboration focuses on supporting the healthy development of children and families facing multiple vulnerabilities and risk factors by strengthening connections and improving quality of family life within a whole system of care and support.

 

The Child Advocate Program (CAP) provides service to children ages 0-5 years who were exposed to domestic violence, child abuse or toxic stress.  The focus of the program is to ensure that children from violent or extremely chaotic home environments are developmentally and emotionally prepared to enter kindergarten.  The CAP Unit is staffed with one Probation Officer and two Child Advocates, which intensely monitors each family. The team provides ongoing home visitation to help insure a safe and stable environment, group parent education classes, and offer referrals to community resources, parent education and counseling, based on the needs identified by the team.  The Unit works with approximately 120 families per year.

 

First 5 partly funds about 11% of the direct staffing cost for the Child Advocate Program, for services to the children and families served by CAP.

 

A copy of the Agreement is on file with the Clerk to the Board.

 

OTHER AGENCY INVOLVEMENT:

The Agreement for First 5 funding has been approved by County Counsel as to legal form and by the Auditor-Controller as to fiscal terms.

 

FINANCING:

Funding in the amount of $27,202.66 to support the program is included in Probation’s Recommended Budget for FY 23-24, Appropriation Unit PRO001, Unit 8165.  Funding for $27,202.67 is also allocated to Probation for fiscal year 2024-2025, and $27,202.67 for fiscal year 2025-2026, for a total of $81,608 for the duration of the three-year grant. There will be no impact on General Fund Contributions associated with this recommendation.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This recommendation supports the Board of Supervisor Strategic Initiatives of: a) Health and Human Services by improving quality of life and providing a healthy environment for children; and b) Public Safety by ensuring a safe family environment through crisis intervention, family stabilization, referral to services, and monitoring and supervision.
