SUMMARY:
Section 2.04.370C of the County of Monterey Code (Code) mandates that the annual salary of the members of the Board of Supervisors shall be adjusted by the percentage rate of adjustment applicable to the office of superior court judge. On August 29, 2023, the Human Resources Department brought forward a Notice of Adjustment of the Annual Salary of the Members of the Board of Supervisors for FY 2023-24 which outlined salary increases that were calculated at that time consistent with the superior court judge salary adjustments of 0.53% effective July 1, 2023.
Attachments to this report contain a December 18, 2023, memorandum from the Judicial Council of California and exempt pay letter from the California Department of Human Resources (CalHR) also dated December 18, 2023, detailing additional salary increases provided to superior court judges for FY 2023-24 due to the difference between the previously provided 0.53% and the newly calculated 3.16% which is an adjustment of 2.6163%.
Under Section 2.04.370C, notice of any adjustment in compensation paid to members of the Board of Supervisors shall appear on the agenda of a regular meeting of the Board at least ten days prior to the date such adjustment is implemented; however, the effective date of such adjustment shall be the date any adjustment is effective for superior court judges. As such, this salary adjustment pursuant to the Code will be implemented February 10, 2024, with an effective date of July 1, 2023.
Please note that adjustments provided in Section 2.04.0370C are automatic; therefore, Board action is not required or necessary for the adjustments to go into effect.

This report was written in collaboration with the County Administrative Office, County Counsel and Human Resources Department.
FINANCING:
The salary adjustment will result in estimated costs of approximately $19,889 for FY 2023-24. These salary adjustments were not included in the FY 2023-24 Adopted Budget. These salary increases will be absorbed within the existing budget.
