a. Approve and authorize the Contracts/Purchasing Officer or their designee to execute an Agreement with GEO Reentry Services, LLC, to coordinate, deliver and oversee in-custody programming and services with an evidence based, trauma informed care approach for secure track youth facility (STYF) youth for the Monterey County Probation Department to promote and support successful reentry of youth into community, for the term May 1, 2025 through April 30, 2030, not to exceed $2,642,006; and
b. Authorize the Contracts/Purchasing Officer or their designee to execute future amendments to the Agreement where the total amendments do not exceed 10% ($264,200) of the Agreement amount and do not significantly change the scope of services, for a not to exceed maximum aggregate amount of $2,906,206.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Contracts/Purchasing Officer or their designee to execute an Agreement with GEO Reentry Services, LLC, to coordinate, deliver and oversee in-custody programming and services with an evidence based, trauma informed care approach for secure track youth facility (STYF) youth for the Monterey County Probation Department to promote and support successful reentry of youth into community, for the term May 1, 2025 through April 30, 2030, not to exceed $2,642,006; and

SUMMARY/DISCUSSION:
The need for the mandated re-entry services as provided by GEO Reentry, LLC is due to Senate Bill 823 (SB), signed into law in September 2020 by Governor Newsom, which realigned the Department of Juvenile Justice (DJJ) population from the State of California to Counties, beginning July 1, 2021. The bill established the jurisdiction of the Juvenile Court up to the age of 25 for certain offenses and transferred the responsibility of care, custody, and supervision of youth to the county of commitment. This population of STYF realigned youth are high-risk and have greater needs for specific individualized case plans with services and programs that address mental health needs, sex offender treatment or related behavioral or trauma-based needs, healthy adolescent development programs, family engagement, reentry, and continuing education.
Services for the Probation Department were solicited via a County Request for Proposal (RFP#10931) overseen by the Contracts/Purchasing Department. After completion of the RFP process, the Contracts/Purchasing Officer tentatively selected to award GEO Reentry, LLC. The GEO Reentry proposal was the sole response received for the RFP with a comprehensive proposal, responsive to the needs and requirements of Probation and the needs of the in-custody youth.
Probation recommends the approval of the Agreement as it will allow GEO Reentry, LLC to provide additional mandated services in accordance with SB823 that are vital to the youth post-custody rehabilitation journey and support a successful reintegration into the local community.
AGENCY INVOLVEMENT:
The Agreement was approved by the Office of County Counsel as to legal form and by the Auditor-Controller as to fiscal terms. The Juvenile Justice Coordination Council (JJCC) who oversees the SB823 Juvenile Justice Realignment Block Grant (JJRBG) annual plan supports the provision of these services and allocation of funding for FY 24-25 and future fiscal years.
FINANCING:
There will be no impact to the General Fund from approval of this action. Funding for this agreement will be provided by the State SB823 annual allocation. The current fiscal year pro-rated expenditure of $129,503 will be made within the existing appropriation limits during FY 24-25 and are included in Probation’s Budget 001-2550-PRO001-8163. Future fiscal year costs will be requested through the corresponding annual budget process.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
The recommendation to approve the Agreement with GEO Reentry Services, LLC. supports the Board of Supervisors Strategic Initiatives of: 1) Health and Human Services by providing care and treatment for the specific needs of each youth with County and community services to improve their quality of life and support rehabilitation; and 2) Public Safety by encouraging self-sustainability to aid in crime prevention and successful reintegration into the community.
