Upon motion of Supervisor Salinas, seconded by Supervisor Parker and carried by those
members present, the Board of Supervisors hereby:
Approved the Monterey County Workforce Investment Board recommendations to
negotiate contracts to community based providers for Adult and Youth Workforce
Investment Act Title I specialized services for FY 2011-12.

It is recommended that the Board of Supervisors:
Consider the Monterey County Workforce Investment Board recommendations to approve
negotiation of contracts to community based providers for Adult and Youth Workforce
Investment Act Title I specialized services for FY 2011-12 in the amount of $957,600.
SUMMARY:
The Monterey County Workforce Investment Board WIB) approved issuance of contracts to
successful bidders for Adult and Youth services for specialized populations at their June 1, 2011
meeting. Successful bidders responded to a Request for Proposal RFP) issued in February 2011. The
total amount of funding available for contracted specialized services was initially anticipated to be
$900,000 for Adult services and $468,000 for Youth services. Due to reductions in WIA Title I
funding, the WIB reduced recommended contracts by 30% to $630,000 for Adult services and
$327,600 for Youth services.
DISCUSSION:
On June 1, 2011 the WIB approved recommendations from a four member review panel. For Adult
services, proposals were received from Shoreline, Turning Point and the Office for Employment
Training with average ratings of:
Shoreline Workforce Development Services 93.7 out of 100 possible
Turning Point 91.97 out of 100 possible
Office for Employment Training 84.1 out of 100 possible
For Youth services proposals were received from Turning Point, the Santa Cruz Office of Education
and the Office for Employment Training with average ratings of:
Turning Point 92.42 out of 100 possible
Santa Cruz Office of Education 89.23 out of 100 possible
Office for Employment Training 81.62 out of 100 possible
For both Adult and Youth services, scores were based on program design 30 points), program
operating plans 20 points), budget and costs 20 points), work with collaborative partners 20 points),
and leveraged matching funds 10 points).
The Shoreline Workforce Development Services proposal for Adult services focuses on all target
special populations adult criminal offenders, adults with disability, veterans and their spouses, adults
who dropped out of high school, and homeless adults) leveraging the resources of their
Neighborhood Career Centers in Salinas North Main Street) and in Marina 10th Street).
Additionally, they will make available services for North Monterey County residents of Pajaro and
Las Lomas through their Watsonville Career Center and for South County residents through the San
Luis Obispo and King City Career Centers. Shoreline Workforce Development Services has been an
Adult services contractor since 2002. The WIB recommends funding this contract in the amount of
$327,600 for FY 2011-12; the contract for FY 2010-11 was $435,000.
The Turning Point proposal for Adult services focuses on individuals serving parole and probation.
Turning Point leverages the resources of their Reentry Program on East San Luis Street in Salinas.

this contract in the amount of $302,400; the contract for FY 2010-11 was $446,250.
The Turning Point proposal for Youth services focuses on at-risk youth who are on probation, in
foster care, or homeless; many of whom also experience disability, receive CalWORKs, or have
dropped out of school. Turning Point Youth services leverages the resources of their program at
Rancho Cielo. They have been a Youth services contractor since 2003. The WIB recommends
funding this contract in the amount of $170,352; the contract for FY 2010-11 was $230,080.
The Santa Cruz Office of Education proposal for Youth services focuses on at-risk youth in North
County and West County Monterey Peninsula) who are experiencing disability, homeless, probation
involved, in foster care, or in families receiving Ca1WORKs. The Santa Cruz Office of Education
proposal leverages its Sueiios Collaborative which includes the Monterey County Office of
Education MCOE), the Pajaro Valley Unified School District, California State University Monterey
Bay, Cabrillo Community College and other Santa Cruz based resources. The MCOE participation
includes the recruitment assistance from the County Homeless Student and Foster Youth Liaisons,
coordination with Alternative and Special Education, and the MCOE Media Center for Arts,
Education and Technology. Santa Cruz County Office of Education has not previously held a contract
with the WIB; previously another provider Unity Care Group) which did not submit a proposal also
provided Youth services. The WIB recommends funding this contract in the amount of $157,248.
Over the past many years, the WIB has worked with community partners to improve access to workforce
services by establishing a system of diverse programs and locations, while successfully leveraging other
local resources. In establishing recommended contracts the WIB took steps to improve the local
collaborative workforce investment system, conducting focus groups on workforce needs throughout the
county. Specific workforce investment needs were determined by evaluating who was being served by
the One-Stop Career Centers over the last three years and the demographic and geographic characteristics
of the local labor force.
The WIB's RFP and resulting recommended contracts target specific population and geographic areas,
and require collaborative partners to support the comprehensive continuum of diverse public-private
services in the workforce program delivery system. The proposed contracts for FY 2011-12 reflect this
balanced, effective and efficient model.
OTHER AGENCY INVOLVEMENT:
Contract proposals were adopted by the Workforce Investment Board at their June 1, 2011 meeting.
The RFP and resulting contract proposals were pursued under the auspices of County Purchasing. This
report has been reviewed by the County Administrative Office.
FINANCING:
All funds involved in this plan are furnished by the Federal Government under the WIA and do not
impact the Monterey County General Fund. However, under the Department of Social and
Employment Services recommended budget for FY 2011-12 there are 12 out of 56 filled County
positions recommended for reduction at the One Stop Career Centers, and with the Workforce
Investment Board. In light of the impact of reduced funding levels, recommended contracted service
levels ar4~lsgfreduood from $1,368,000 to $957,600, which represents a 30% reduction.
