SUMMARY/DISCUSSION:

The Monterey County Health Department (MCHD) and Mee Memorial have completed an annual Agreement for health services, case management, clinic services and counseling for the uninsured residents in South Monterey County for many years.  These services are conducted in the clinics that Mee Memorial operates throughout the South County area.

The relationship between MCHD and Mee Memorial to serve low-income patients with community health related services also assists with the requirements for Mee Memorial to show that they have contracts with public agencies to provide a variety of health services. The request to complete a three (3) year agreement will provide consistent and continual services and funding.

This work supports the Monterey County Health Department 2018-2022 strategic plan initiatives: 1. Empower the community to improve health; and 2. Enhance community health and safety through prevention; and 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports the following of the ten essential public health services, specifically: 3. Inform, educate, and empower people about health issues, and 7. Link people to needed personal health services and assure the provision of health care when otherwise unavailable.

OTHER AGENCY INVOLVEMENT:

County Counsel-Risk Management and the Auditor-Controller have reviewed and approved this Agreement as to legal form, insurance provisions, and fiscal provisions respectively.

FINANCING:

This Agreement is 100% funded by Health Realignment.  There are sufficient appropriations in the Health Department’s Administration Bureau (001-HEA014-8438) Fiscal Year (FY) 2019-20 ($50,000) Adopted Budget.  The funds for FY 2020-21 ($50,000) and FY 2021-22 ($50,000) will be included in the Health Department’s Administration Bureau (001-HEA014-8438) FY 2020-21 and FY 2021-22 Requested Budgets.
