a. Approve and authorize the Contracts/Purchasing Officer or their designee to execute a three-year Standard Parking Lot Lease Agreement (Lease Agreement) effective on April 1, 2025 through March 31, 2028 with the International Church of the Foursquare Gospel dba Salinas Foursquare Church for forty-five (45) parking spaces located at 327 Pajaro Street, Salinas, California, for use by the Probation Department; and
b. Authorize the Auditor-Controller to make lease payments of $1,485 per month and in accordance with the terms of the Lease Agreement; and
c. Authorize the extension of the Lease Agreement for three (3) additional one-year periods under the same terms and conditions as included in the Lease Agreement language with minor revisions to the Lease Agreement including an increase of up to 10% of the original monthly lease amount if deemed to be in the best interest of the County by the Contracts/Purchasing Officer or designee and subject to review and approval as to form by the Office of the County Counsel and review and approval of fiscal provisions by the Auditor Controller’s Office.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Contracts/Purchasing Officer or their designee to execute a three-year Standard Parking Lot Lease Agreement (Lease Agreement) effective on April 1, 2025 through March 31, 2028 with the International Church of the Foursquare Gospel dba Salinas Foursquare Church for forty-five (45) parking spaces located at 327 Pajaro Street, Salinas, California, for use by the Probation Department; and
b. Authorize the Auditor-Controller to make lease payments of $1,485 per month and in accordance with the terms of the Lease Agreement; and
c. SUMMARY/DISCUSSION:
The Probation Department occupies 20 East Alisal Street in Salinas with limited on-site parking spaces. The lack of parking spaces requires employees to park on metered street locations with two-hour time limits. Since April 2013, the County has leased additional parking spaces from International Church of the Foursquare Gospel, dba Salinas Foursquare Church. The dedicated additional forty-five (45) parking spaces under the lease with Salinas Foursquare Church alleviate the ongoing parking issues challenging the Probation Department.
The existing Lease Agreement with Salinas Foursquare Church is due to expire on March 31, 2025. Approval of the new Lease Agreement with Salinas Foursquare Church will allow the Probation Department to continue using the additional forty-five (45) parking spaces. The Lease Agreement is for a term beginning April 1, 2025 through March 31, 2028 and for a monthly lease amount of $1,485 per month. The Lease Agreement allows three (3), one-year extension options under the similar terms and conditions, including annual rental adjustments.
OTHER AGENCY INVOLVEMENT:
The Department of Public Works, Facilities, and Parks (PWFP) has reviewed the Lease Agreement and this report. The Office of the County Counsel has reviewed and approved the Lease Agreement as to form and legality, and Auditor-Controller has reviewed and approved as to payment provisions.
FINANCING:
There is no financial impact to the General Fund Contribution. Sufficient funds are available in the Probation Department’s Approved Budget for FY24-25 (001-2550-PRO001-8165 and 001-2550-PRO001-8167). Future fiscal year costs will be requested through the annual budget process.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This recommendation supports the Board of Supervisors Strategic Initiatives of Administration by providing an adequate number of parking spaces to the Probation staff located at 20 East Alisal Street.
