Report
RECOMMENDATION:
It is recommended that the Capital Improvement Committee:
a. Receive update on the 1281 Broadway, Seaside Community Benefits Office Replacement Project; and
b. Provide direction to staff for the scoping of the Project as staff begins the FY25 Capital Improvement Program updates.
SUMMARY:
In June 2023, The Board of Supervisors (Board) approved the Capital Improvement Program FY24, which included an allocation of $2.95 million for planning, design, engineering and environmental tasks for the 1281 Broadway, Seaside Community Benefits Office Replacement Project (Project). Public Works, Facilities and Parks (PWFP) staff has commissioned full architectural design services and with the assistance of the design team, space programming with multiple County departments has progressed to the level allowing for schematic design to begin.
The design calls for a 60,000 square foot four-story building and an adjacent 250-space parking structure. It will accommodate not only the Department of Social Services (DSS), but also the District Attorney (DA) County of Monterey Family Justice Center and a new Monterey County Free Libraries (MCFL) Seaside Branch. The building will include community spaces, meeting rooms and outdoor public spaces for community programing. The Community Service Center will serve as a one-stop location for customers to secure public benefits, employment services, adult services, and family and children’s services. The Seaside Branch Library will include spaces for children’s programming and family activities. The Family Justice Center will provide a safe and convenient location for victim advocate services. Flexible workspaces are programmed for WIC nutrition classes, DSS eligibility assessments, Health Department services and Behavioral Health services. Multipurpose community spaces and meeting rooms will also be available for community-based organizations, resource classes, and hosting public forums. The facility is designed to serve as a center for a broad spectrum of community engagement and wellbeing.
DISCUSSION:
The space program under consideration at the time the Board adopted the Capital Improvement Program (CIP) in June 2023 included Department of Social Services (DSS) and Monterey County Free Libraries (MCFL), with rough order of magnitude (ROM) project budget of approximately $68 million.
Staff subsequently embarked on space programming for a new Office of the District Attorney (DA) Family Justice Center. From July through October 2023, key DA team members met with the design team and DA space programming was developed to the level where incremental costs and schedule impacts of the Family Justice Center could be determined, relative to the overall Project.
During that same period, staff also developed ROM costs for other project elements relating to temporary and permanent relocation needs during future construction. And as of November 2023, Staff sets the conservative ROM programming estimate of costs at $112 million for a full project as programmed.
Currently the design team is progressing with schematic design, including surveys and subsurface soils assessment. The budget allocated for FY24 allows for schematic for the full program.
OTHER AGENCY INVOLVEMENT:
Key personnel from PWFP, DSS, MCFL and DA have contributed significant staff hours to the development of space programming and site development to date.
FINANCING:
This Committee’s direction will guide staff in the development of the FY25 CIP Five-Year Plan. There is no financial impact at this time.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
If approved, this action supports the Board of Supervisors’ Strategic Initiatives for Administration and Infrastructure, by designing an integrative community-based approach to delivery of important services, and improved satisfaction and access to county services.
