RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Adopt Plans and Special Provisions for both the Procurement (Delivery and Application) of Asphalt Emulsion and the Pavement Delineation for the Seal Coat FY20, Project No. 5520, consisting of seal coat pavement maintenance on Corral de Tierra (Vista Dorado to Hwy 68), Metz Road (Elm Avenue to State Route 146), and Jolon Road (Nacimiento Lake Drive to Peri Road), approximately 16.6 centerline road miles; and

b.                     Authorize the Resource Management Agency Director to advertise the “Notice to Bidders” in the Monterey County Weekly.

 

SUMMARY:

Annually, the Resource Management Agency - Public Works performs seal coat pavement maintenance on County roads.  This year’s Annual Seal Coat project consists of treating Corral de Tierra (Vista Dorado to Hwy 68), Metz Road (Elm Avenue to State Route 146), and Jolon Road (Nacimiento Lake Drive to Peri Road), approximately 16.6 total centerline miles.  Adoption of the Plans and Special Provisions will authorize the Resource Management Agency to proceed with advertising of the Procurement (Delivery and Application) of Asphalt Emulsion and the Pavement Delineation for the Seal Coat FY20, Project No. 5520 (hereafter, “Seal Coat FY20” or “project”).

 

DISCUSSION:

The contract for the procurement of emulsion is a component of the Seal Coat FY20.  The contract consists of delivery and application of asphalt emulsion to various County roads.  The Seal Coat FY20 proposes to apply chip seal on the various County roads that is consistent with the Pavement Asset Management Plan and Annual Maintenance Plan.  RMA-Public Works Maintenance is performing preparatory work for the project.

 

The bid opening is set for August 2, 2019 at 3:00 p.m., in the Board of Supervisors’ Conference Room 1032, Monterey County Government Center, 168 West Alisal Street, First Floor, Salinas, California 93901.  Project construction is scheduled to begin in October 2019.

 

The project has been determined to be categorically exempt (Class 1) from the California Environmental Quality Act (CEQA) because it is to perform repair and maintenance of existing streets and similar facilities, which involves no expansion of an existing use (See CEQA Guidelines, California Code of Regulations (CCR) Section 15301 Existing Facilities).

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel-Risk Management, and the Auditor-Controller’s Office have reviewed and approved the Special Provisions as to form and legality, insurance provisions, and fiscal terms, respectively.

 

FINANCING:

Attachment A provides a project budget summary.  The total estimated cost for the asphalt emulsion procurement and pavement delineation is $1,080,000 ($420,000 for Asphalt Emulsion and $660,000 for Pavement Delineation).  Construction cost is estimated at $385,000 for Asphalt Emulsion and $605,000 for Pavement Delineation ($990,000 total), including a ten percent (10%) contingency.  Soft costs such as design, project management, etc. is estimated at $90,000, for FY 2019-20.

 

The FY 2019-20 budget includes $2,000,000 in appropriations in the Road Fund 002, Unit 8443, Appropriation Unit RMA012 to finance this project.  The Chip Seal project is budgeted to be funded with Transient Occupancy Tax (TOT).
