RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.   Adopt Plans and Special Provisions for the Robinson Canyon Road Bridge Scour Repair, Project No. 3851; and

b.   Authorize the Director of Public Works, Facilities and Parks to advertise the “Notice to Bidders” in the Monterey County Weekly.

 

SUMMARY/DISCUSSION:

The County of Monterey (County) Public Works, Facilities & Parks (PWFP) proposes to perform scour repairs on the existing Robinson Canyon Road Bridge (Bridge No. 44C0117) (Project) over Carmel River in Monterey County, California, with a scour repair to make the bridge that meets current American Association of State Highway and Transportation Officials (AASHTO) requirements.  The scour repairs consist of placement of, an Articulated Concrete Block Mat (ACB), also known as a cellular concrete mattress, along the north side of Abutment 1, and tied into the proposed rock slope protection (RSP) at the south side of Pier 2. To address erosion and scour at Pier 2 and Pier 3, RSP would be placed around Pier 2 and Pier 3.  The RSP would be backfilled with 1.0 ft of native material.

 

In compliance with the California Environmental Quality Act (CEQA), the County of Monterey Department of Public Works, Facilities & Parks (PWFP) filed an Initial Study Mitigate Negative Declaration (IS/MND) with State Clearinghouse Sacramento CA - SCH#2108021013 on May 21, 2018.  Also, Caltrans, as the designated lead agency for the National Environmental Policy Act (NEPA), determined that the Project is categorically excluded from having to prepare an Environmental Assessment (EA) or an Environmental Impact Statement (EIS).  Caltrans approved the NEPA Categorical Exemption/Categorical Exclusion Determination on July 3, 2018.

 

The bid opening is set for May 18, 2023, at 3:30 p.m., in the Monterey Room 2nd floor, County Administration Building, Monterey County Government Center, 168 West Alisal Street, 1st Floor, Salinas, California 93901.  Project construction is scheduled to begin in June 2023.

 

 

Adopting the Plans and Special Provisions and authorizing the PWFP Director to advertise the Project will allow PWFP to proceed with the construction phase of the Project and solicit construction bids.  PWFP will return to the Board after opening the bids and determining the lowest apparent responsible bidder to make a recommendation for the Board to award the Project.

 

OTHER AGENCY INVOLVEMENT:T

The Office of the County Counsel-Risk Management, and Auditor-Controller have reviewed and approved the Special Provisions as to form, insurance and indemnification provisions, and fiscal provisions, respectively.

 

FINANCING:

The total estimated Project cost including engineering design, environmental documentation and permitting, right-of-way, and construction is $4,812,085.

 

The Project is funded mostly through the Federal Highway Administration (FHWA) Highway Bridge Replacement Program in the amount of $4,027,343.  The federal funds require an 11.43% local match that will be provided by the State Toll Credits Fund ($521,785) and Measure X funds ($262,957).  See Attachment B for further details on the Project budget.  There are currently sufficient appropriations in the amount in the adopted FY 2022-23 Road Fund 002, Appropriation Unit PFP 004 budget to finance the construction phase of the Project.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The Project would replace an existing structurally deficient and functionally obsolete bridge with one that meets current geometric and seismic standards.  The recommended action supports the following Board of Supervisors’ Strategic Initiative:
