RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of Health or Assistant Director of Health to execute a Standard Agreement between County of Monterey and EVALCORP for the provision of evaluation services for a total Agreement not to exceed $1,474,000 for the term beginning July 1, 2022 through June 30, 2026; and

b. Authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) ($147,400) of the original Agreement amount and do not significantly alter the scope of services.

 

SUMMARY/DISCUSSION:

The Health Department, Behavioral Health Bureau (“Behavioral Health”) is required by the State to conduct comprehensive evaluations to assess the Mental Health Services Act (MHSA)  funded strategies/projects’ implementation and resulting impacts, and to issue a report of findings to the State Department of Health Care Services on an annual basis.  The evaluation for the MHSA  programs requires an infrastructure, including data collection tools and processes, to capture evaluation data aligned with State requirements and County-specific needs.  An analysis of the data and summary of findings is presented in a variety of  annual and multi-year reports for the Prevention and Early Intervention (PEI) Community Services and Supports (CSS), and Innovations (INN) funding components of MHSA.  Additionally, the MHSA requires an annual Community Program Planning Process (CPPP) to inform how counties construct their MHSA 3-Year Program and Expenditure Plans and Annual Updates.  

 

This new Standard Agreement with EVALCORP, replaces Agreement A-13554, which expires on June 30, 2022.  EVALCORP is a research and consulting firm with experience providing needs assessments and evaluation services for counties and other public entities in California. The assessment will incorporate best practices by experienced evaluation professionals that also assure compliance with MHSA regulatory requirements.

 

This Agreement contains the County’s standard 30-day “no cause” provision (Section 3.02) and an additional defunding provision (Section 7.03), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This work supports the Monterey County Health Department 2011-2015 Strategic Plan Goals: 1. Empower the community to improve health through programs, policies, and activities; and 2.  Enhance community health and safety by emphasizing prevention. It also supports one of the ten essential public health services, specifically: 9. Evaluate effectiveness, accessibility, and quality of personal and population-based health services.

 

OTHER AGENCY INVOLVEMENT:

The office of the County Counsel and Auditor-Controller have reviewed and approved as to legal form and fiscal provisions respectively.

 

FINANCING:

This Agreement is funded by Mental Health Service Act funds.  The funds for this Agreement are included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) FY 2022-23 Requested Budget. Transactions relating to future fiscal years will be included in each respective Requested Budgets.
