Title: a. RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.      Approve and authorize the Contracts/Purchasing Officer to execute a two-year Lease Agreement, effective February 25, 2014 with the City of Gonzales, for approximately 400 square feet of general office space at 411 Center Street, Gonzales, California, for use by the Health Department's Behavioral Health Bureau; and
b.      Authorize the Auditor-Controller to make payments of $50.00 per month for reimbursement of electric utilities, and in accordance with the terms of the Lease Agreement; and
c.      Authorize the extension of the Lease Agreement for one additional two-year period under the same terms and conditions and make minor revisions to the Lease Agreement if deemed by the Contracts/Purchasing Officer to be in the best interests of the County.
 
SUMMARY/DISCUSSION:
Approval of this Lease Agreement will provide the Health Department's Behavioral Health Bureau with nonexclusive occupancy of general office space at 411 Center Street, Gonzales, California, through February 29, 2016.  In lieu of a cash rent payment, the Behavioral Health Bureau will provide behavioral health services to residents of the County within the City of Gonzales.  Due to a shared utility meter, a cash payment of $50 per month will be made to the City of Gonzales to reimburse the cost of electric utilities.  The Lease Agreement also provides for one additional two-year period under the same terms and conditions.
 
This Agreement was developed in collaboration with the City of Gonzales to help address mental health needs identified in the Gonzales Community Health Assessment 2012.
 
This work supports the Monterey County Health Department 2011-2015 strategic plan initiative: 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports two of the ten essential public health services, specifically: 4) Mobilize community partnerships and action to identify and solve health problems; and 7) Link people to needed personal health services and assure the provision of health care when otherwise unavailable.
 
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel has reviewed and approved the Lease Agreement as to form and legality and Risk Management has approved it as to insurance and indemnity.   Lease Agreement and Location Map are on file with the Clerk of the Board
 
FINANCING:
There is no financial impact to the General Fund resulting from approval of this Lease Agreement.  Sufficient funds are available in the Health Department, Behavioral Health Bureau's Fiscal Year 2013-14 Adopted Budget (023-4000-HEA012-8410).  The first year cost for electrical services to be paid to the City of Gonzales will amount to $550.00.  On-going occupation of the leased premises and future extensions of the Lease Agreement will be based on the continued availability of funding.
