RECOMMENDATION:

It is recommended that the County of Monterey Board of Supervisors:

Approve and authorize the Director of Health Services or designee to execute on behalf of the County of Monterey standard agreements, and any amendments thereto, for continued funding from public and private local, State, and Federal agencies for designated programs that do not require a County match, regardless of award amount; and to sign standard subcontractor agreements not to exceed $200,000 associated with continued funding agreements for designated programs. Programs and their associated agreements are identified in an “Attachment A- Program Funding List” to the Board Report. 

 

SUMMARY/DISCUSSION:

Board of Supervisors (Board) approval of this recommended action will enhance efficiency by allowing the Director of Health Services or designee to continue to submit the approved resolution as authority to sign, submit grant applications and grant agreements to renew public and private funding for those designated programs without having to request Board approval for each grant application/agreement. 

 

Attachment A - Program Funding List, includes Agreements the Board previously approved and delegated authority for the Director of Health Services or designee to execute on behalf of the County. The Program Funding List includes programs funded by state and federal agencies, as well as private non-profits that make funds available to the Health Department (Department) to advance health equity, Health in All Policies, population health, and integration and alignment efforts. Approval of this action will enhance efficiency by significantly reducing the number of board reports submitted for approval annually and will expedite execution of Agreements and receipt of funds by the County. These designated programs do not contain County match-funding requirements.

 

The Department will continue to secure Board approval for amendments to any grant agreements that require adjustments to the Adopted Budget for changes in revenue and appropriations, and/or adopted positions.

 

This work supports the County of Monterey Health Department 2018-2024 Strategic Plan Goal(s): 1. Empower the community to improve health through programs, policies, and activities; 2. Enhance community health and safety by emphasizing prevention; 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services; and 4. Engage MCHD workforce and improve operational functions to meet current and developing population health needs. It also supports one or more of the ten essential public health services, specifically: 1. Monitor health status to identify and solve community health problems; 2. Diagnose and investigate health problems and health hazards in the community; 3. Inform, educate, and empower people about health issues; 4. Mobilize community partnerships and action to identify and solve health problems; 5. Develop policies and plans that support individual and community health efforts; 6. Enforce laws and regulations that protect health and ensure safety; 7. Link people to needed personal health services and assure the provision of health care when otherwise unavailable; 8. Assure competent public and personal health care workforce; 9. Evaluate effectiveness, accessibility, and quality of personal and population-based health services; and 10. Research for new insights and innovative solutions to health problems.


OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel-Risk Management and the Auditor-Controller agree with the process and will continue to review each grant agreement prior to submission to the funding agencies.

 

FINANCING:

There is no impact to the General Fund from this action. As appropriate, the revenue and appropriations for items on Attachment A have been included in the Health Department’s FY 2024-25 Adopted Budget. Any amendments to items on the list with budget impacts will be brought to the Board for approval if necessary.
