Upon motion of Supervisor Parker, seconded by Supervisor Armenta, and carried by those
members present, the Board hereby;
Authorized the Auditor-Controller to increase estimated state and federal revenues
and related appropriations totaling $2,632,135 in Probation's Budget PRO001
during Fiscal Year FY) 2011-12.

Authorize the Auditor-Controller to increase estimated state and federal revenues
and related appropriations totaling $2,632,135 in Probation's Budget PR0001
during FY 2011-12 4/5th vote required).

RECOMMENDATION:
It is recommended that the Board of Supervisors authorize the Auditor-Controller to increase
estimated state and federal revenues and related appropriations totaling $2,632,135 in Probation's
Budget PR0001 during FY 2011-12 4/5t1 vote required).
SUMMARY:
State revenues and related federal reimbursements totaling $2,632,135 were not included in the
original budget for FY 2011-12, due to the uncertainty of funding continuation at the state level.
State funding for Juvenile Justice Crime Prevention Act JJCPA) programs and Juvenile
Probation Camp Funding JPCF) was later` reinstated, and with it the ability to draw federal
reimbursement for eligible activities. These revenues and related appropriations need to be
included in the current year's budget.
DISCUSSION:
Due to the State budget crisis and the uncertainty of funding continuation at the time the County
budget was prepared and approved, State revenues and related federal reimbursements totaling
$2,632,135 were not included in Probation's original budget for FY 2011-12.
Later on, State funding from Vehicle License Fee VLF) for Juvenile Justice Crime Prevention
Act JJCPA) programs and Juvenile Probation Camp Funding JPCF) was reinstated, and with it
the ability to draw federal reimbursement for eligible activities. Specifically, funding in the
amount of $916,688 has been projected by the State for JJCPA programs in Monterey County;
Title IV-E in the amount of $440,759 is estimated as reimbursement for eligible activities under
JJCPA programs. Further, JPCF revenue, projected in the amount of $1,274,688, supports
activities at the Youth Center. In the first two quarters of FY 2011-12, actual revenues have been
consistent with the original projections.
The positions funded by these revenue streams were already reinstated by the Board on July 12,
2011 to reflect passage of the State budget and ratification of various labor agreements.
