RECOMMENDATION:

It is recommended that the Board of Supervisors adopt a resolution to:

Adopt a resolution to authorize and direct the Auditor-Controller to amend the Fiscal Year 2022-23 Adopted Budget to increase appropriations and estimated revenues by $6,652,209for the Social Services - Community Program Budget, Fund 001, Appropriation Unit SOC0004 FY 2022-23 Adopted Budget for the Emergency Rental Assistance Program (4/5ths vote required).

 

SUMMARY/DISCUSSION:

The Department has received a total of $52,338,369.70 in Emergency Rental Assistance for Monterey County that consisted of two rounds of funding from both the U.S. Treasury and the State of California.  The first round of funding had to be expended by December 31, 2022 while the second round of funding has until September 30, 2025. However, these funds will be completely exhausted in by FY 2023-24.  As of June 30, 2022, a total of $42,643,325.17 of the allocation was expended, leaving a balance of $9,695,044.53. (See Attachment A)

 

Monterey County Department of Social Services (DSS) contracts with United Way of Monterey County (UWMC) who administers the program that targets low-income residents adversely impacted by the COVID-19 crisis who are at risk of becoming homeless by providing financial assistance, including rent, rental arrears, utilities and home energy costs, utilities and home energy costs arrears, and other expenses related to housing, housing stability services, including case management and other services intended to keep households stably housed.

 

Department has estimated expenses for FY 2022-23 will be $8,240,104.24 less the remaining balance of the start-up advance of $1,587,895.72 for an appropriation need of $6,652,208.52 for FY 2022-23.  (See Attachment A)

 

OTHER AGENCY INVOLVEMENT:

The County Administrator’s Office - Budget Office reviewed the recommended actions and the Budget Committee gave it’s support on March 27, 2023.  This board report is slightly higher by $365,317 due to more information on what has been claimed to date and this does not include in request to increase appropriations/revenues for the Permanent Local Housing Allocation (PLHA) as it will be handled as an intradepartmental transfer, thereby netting a zero in appropriations.

 

FINANCING:

The Department is estimating expenses of $8,240,104.24 less advance applied of $1,587,895.72 for appropriations ($6,652,208.52) required for Social Services Community Programs Budget 001-5010-SOC004 FY 2022-23 Adopted Budget.  The revenues have already been received by both the U.S. Treasury and the State of California.  These recommendations have no changes to the General Fund Contributions in this budget unit.

 

 

United Way of Monterey County was provided a $7.1 million start-up advance on March 2021 and offset $5,512,104.28 of expenses in FY 2021-22 and the balance of $1,587,895.72 will be applied in FY 2022-23.  (See Attachment A)

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This action correlates to the Administration and Health & Human Services Strategic Initiatives adopted by the Board of Supervisors by allowing the Department to appropriate unspent funding from Federal and State resources for emergency rental assistance by providing services to the residents of the County.
