Consider and adopt a Resolution to:
a. Approve the addition of the Monterey County Fire Prevention and Tree Mortality Project to the approved Work Plan for Fiscal Year 2016-17;
b. Authorize amending the FY2016-17 adopted budget to increase appropriations and revenue by $200,000 in the Road Fund 002, Appropriations Unit RMA012, where funding is provided by the California Department of Forestry and Fire Protection (CALFIRE) State Responsibility Area Fire Prevention Fund and Tree Mortality (SRAFPF & TM) Grant Program (4/5th vote required); and
c. Authorize the Auditor-Controller’s Office to incorporate approved appropriation and estimated revenue modifications to the FY2016-17 Budget.

RECOMMENDATION:
It is recommended that the Board of Supervisors consider and adopt a Resolution to:
a. Approve the addition of the Monterey County Fire Prevention and Tree Mortality Project to the approved Work Plan for Fiscal Year 2016-17;
b. SUMMARY/DISCUSSION:
On December 5, 2016, the Resource Management Agency (RMA) - Public Works and Facilities Department received an award letter from California Department of Forestry and Fire Protection (CALFIRE) dated December 2, 2016. CALFIRE’s letter informed the RMA that the County’s application for the grant entitled Monterey County Fire Prevention and Tree Mortality Project was selected for funding in the amount of $200,000 (Attachment 2). The full agreement was provided to the County via email from CALFIRE on December 20, 2016 (Attachment 3).
On January 10, 2017, the Board of Supervisors approved a grant award from the State of California - The Natural Resources Agency California Department of Forestry and Fire Protection for State Responsibility Area Fire Prevention Fund and Tree Mortality Grant Program (SRAFPF & TM) in the amount of $200,000 for the Monterey County Fire Prevention and Tree Mortality Project. Additionally, the Board adopted a resolution authorizing the RMA Director or the Director’s designee to execute an agreement between the County and CALFIRE and to sign and execute invoices on behalf of the County.

This report was presented to the Budget Committee on February 22, 2017.
FINANCING:
The recommended action will increase the FY2016-17 adopted budget appropriations and revenue in Fund 002, Appropriations Unit RMA012 by $200,000, funded by the State Responsibility Area Fire Prevention Fund and Tree Mortality Grant Program. The grant will provide adequate financing for the project and staff anticipates there will be no impact to the General Fund. The grant does not require a County match and the Project is anticipated to be completed within the current Fiscal Year (17).
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
Approval of the addition of the Monterey County Fire Prevention and Tree Mortality Project to the approved Work Plan for Fiscal Year 2016-17 is consistent with the Board’s Strategic Initiatives for Infrastructure and Public Safety. The Monterey County Fire Prevention and Tree Mortality Project consists of vegetation removal for approximately 198 acres of land to help prevent fire ignition and spreading near roadways and populated rural State Responsibility Areas (SRA).
